Abstract
In many emerging economies including Kenya, performance of projects continues to
deteriorate particularly, in the construction industry. As a result, there are concerns about
cost overruns, time overlaps, idling and wasted resources and inevitable inconveniences
to the targeted beneficiaries. Total quality management plays a significant role in its
impact to achieve project performance. Nonetheless, weakness lies on the challenges
related to non-compliance with the practice and principles in the process of executing
total quality management. Therefore, the study's goal was to assess how total quality
management practices affect the success of Kenya Rural Roads Authority projects in
Kirinyaga County, Kenya. Determine the impact of leadership, customer focus,
continuous improvement, and relationship management on project success was one of the
specific goals. The research is informed by the quality management theory, resourcebased theory, Crosby's theory, and Kano's quality theory. Both descriptive and
explanatory survey methods were used in this study. The population targeted was 70 road
projects undertaken by the Kenya Rural Roads Authority in Kirinyaga County for the
period 2016-2020. Using simple random sampling, three management levels (top, middle,
and supervisory) were chosen from the 70 projects. Additionally, one representative of
the Kenya Rural Roads Authority from each of the projects was chosen at random for the
study. There were 280 responders in all. Primary data was acquired via semi-structured
questionnaires. The data analysis employed descriptive statistics such as frequencies,
percentages, means, and standard deviations as well as inferential statistics such as
correlation and regression analysis. The results demonstrated that leadership, customer
focus, continuous improvement, and relationship management had a significant and
favorable impact on project management. The study came to the conclusion that the
effectiveness of projects is greatly influenced by whole quality management approaches.
The study recommends that the government should strengthen project management's
dedication to quality management. There is need for regularly review customer
requirements to reflect changing customer preferences and expectations. Project
managers need to be inspired to work hard to meet organizational objectives. This can be
achieved through promotions, training and compensation packages that are either at or
above market level.
