dc.description.abstractThe study sought to explore why whilst the projects conducted by National Irrigation Board are intended to ensure that there is food security in the country, the goal has not been achieved due to the challenges they constantly face. The research is founded on the four basic objectives, namely; defining the extent of hazard avoidance tactics on presentation of Kenya National Irrigation Board projects, investigating the impacts of risk retention strategies on performance of Kenya National Irrigation Board projects, identifying the impacts of hazard reduction tactics on performance of Kenya National Irrigation Board projects , and finding out the levels to which risk transfer strategies affect performance of Kenya National Irrigation Board projects. The theories that underpinned the conduct of this research include; risk management theory, portfolio theory, financial economics approach model, agency theory, new institutional economics model, and stakeholder theory respectively. The research embraced a descriptive research design in which case face to face surveys were conducted through the distribution of structured questionnaires. A total of 250 project managers took part in implementing and managing of different schemes of Kenyan National Irrigation Board at the time of this survey. From this population, the researcher used stratified and simple random sampling techniques and a sample size of 135, from which a response rate of 71.11% was obtained. Obtained responses were analysed through descriptive and inferential statistics. For descriptive data, emphasis was put on frequency, proportions, mean, and Std. On inferential data, the researcher focused on the multiple linear regression analysis to identify the effects of hazard control tactics on performance of irrigation projects by National Irrigation Board in Kenya. The results obtained showed that risk retention, risk reduction, risk avoidance, and risk transfer have a significant implication and effect on project performance. Consequently, the research has provided recommendations for practice, policy improvement, and further studies. For improvement, the study recommends that entities should have in place funds that are put in place to facilitate retention of risks in case they actually occur. For further studies, it is recommended that scholars should focus on how risk management can be improved for projects implemented by National Irrigation Board through adoption of technological developments and innovations which is in the modern times has become a major concern although was not a focus of the current research. For policy implications, it is suggested that different participants involved in government schemes should take into consideration the findings of this research in establishing appropriate mechanisms that can be used to ensure projects implemented across counties are completed within established timelines, budgets, and of anticipated quality standards.en_US
