dc.description.abstractPerformance appraisal is a method of evaluating the behaviour of employees in the work sport, normally it includes both quantitative and qualitative aspect of job performance. The purpose of this study is to investigate the factors that have hindered the implementation and acceptance of performance appraisal in the public service organisations with particular reference to the employees of the Teachers Service Commission. Every organization has its ultimate aim to achieve set goals and objectives. In pursuit of these goals and objectives, efficiency and effectiveness are closely monitored in utilization of both human and non-human resources. The scope of the study will be only the employees (secretariat) of the Teachers Service Commission. Although teachers in public, both primary and post primary are employees of Teachers Service, they will not be covered by the study. Factors such as employee involvement in the appraisal system, training of appraisees and the appraisers, time factor, the process of the appraisal system and feedback all affect the performance appraisal within the organisation. Teachers Service Commission has 2,400 employees both at the headquarters Nairobi and units throughout the country. The research will target only those at the headquarters totaling to 1,700. The researcher will adopt a stratified random sample of 10% which will yield a sample of 170. The design will be descriptive in nature and data will be collected by use of questionnaire, both structured and unstructured. The questionnaires will be distributed to the target group, completed and collected for data analysis. The researcher will analyse the data by use of frequency distribution, cross tabulation and chisquared to arrive at pragmatic recommendations. Statistical package SPSS will be used. The researcher anticipates greater implementation and achievement and acceptance of performance appraisal among the employees of the Teachers Service Commission. The Teachers service Commission whose vision is effective for quality teaching is guided by a service charter, a commitment to improve service delivery to all teachers and all other stakeholders in the education sector.en_US
