We are living in an information society in which man creates and is capable of harnessing information. This information society is characterised by rapidly advancing technology and overwhelming change. For survival, man must come to terms with the dictates of this ever-evolving technological change'' The above is the researcher's meditation, which provides the limelight of this study. The study was conducted in three selected primary teachers colleges (Eregi, Thogoto and Machakos). It aimed at surveying and reporting on: the development of LRCs in the selected primary teachers colleges with particular reference to staffing, accommodation, stock and use. The purpose of this study was to try and find out the problems being encountered by LRCs in these colleges with regard to staffing, accommodation, stock and use. The extent to which the concept of LRCs has been assimilated into these colleges was also to be determined in this study. The researcher was able to collect the information by way of questionnaires personal interview and observation from which conclusions were made. The three sample colleges revealed inadequate facilities, an acute shortage of manpower and very limited utility of the facilities so far available at the LRCs.en_US
