dc.description.abstractPublic health institutions in Trans Nzoia County were at the forefront of collaborating with the Ministry of Health (MOH) to implement crucial reforms aimed at ensuring quality service delivery and better performance. However, according to the Ministry of Health, public health institutions in Trans Nzoia County continued to face challenges such as funding by the National and County Governments, remuneration and welfare of healthcare workers, and the availability of adequately skilled manpower, all of which hindered service delivery. This concern motivated numerous scholars in strategic management to explore the topic, thereby identifying a research gap. The study primarily aimed to examine how the practice of strategic management in Trans Nzoia County affected the performance of public health institutions. It specifically addressed how strategic planning, evaluation, implementation, and formulation influenced the performance of institutions in the healthcare sector. Much empirical literature identified various factors as critical determinants of performance across different markets and sectors. The study applied dynamic capabilities theory, Management by Objectives, the Congruence Model, and Stakeholder Theory. Primary data was collected from the 87 public health institutions within Trans Nzoia County for the 2019-2023 period. The data was analyzed using SPSS Version 22 software. A descriptive research design was adopted, with stratified sampling as the technique. Findings were presented in tables, charts, and graphs and were tested for heteroskedasticity, normality of distribution, and multicollinearity. This study's results showed that strategic planning positively relates to hospital performance but were not significant at the 95% confidence level. On the other hand, strategic implementation had a positive correlation with performance. Strategic formulation and strategic evaluation were identified to impact performance positively. The research findings will add to the existing literature on strategic management and healthcare performance and guide county governments and healthcare managers in enhancing the overall effectiveness of public health institutions in the country. This study examined the influence of strategic planning on the performance of public health institutions in Trans Nzoia County. The findings established that strategic planning positively affects institutional performance through adequate resource allocation, inclusive employee participation, and clearly articulated mission and vision statements. The study revealed that hospital management provides sufficient funds for strategic planning and implements set strategies effectively, leading to improved service delivery. Employees are actively engaged in strategy formulation, remain motivated during implementation, and are well-informed about institutional goals. The results further indicated that the hospital’s mission and vision guide operations, while regular assessments of financial, human, and physical resources strengthen organizational performance. Additionally, effective communication channels were found to enhance strategic evaluation, enabling management to assess both expected and unexpected outcomes and adopt corrective measures promptly. The study recommends that management should align organizational goals with strategy implementation, communicate strategies effectively to staff, and provide adequate resources to ensure sustainability. It further suggests enhancing employee morale through promotions, incentives, and continuous professional development via training and workshops. Regular evaluation of strategies, skilled workforce development, and efficient resource utilization are essential for improving performance and sustaining competitiveness in public health institutions.
