Abstract
Risks continue to affect how County Integrated Development Plans are implemented globally. In Homa Bay County, there is limited evidence on how risk management practices influence CIDP outcomes. This study explored the effect of these practices on implementation of CIDPs. The objective of the study was to examine the effect of risk mitigation on implementation of County Integrated Development Plan in Homabay County, Kenya. The Modern Portfolio and Theory of Change were the main anchor theories for this study. A descriptive research design was adopted targeting 234 respondents including; County Executive Committee (CEC) Member Finance and Economic Planning, Chief Officer Finance and Economic Planning, project managers, business persons, youth groups, women groups and Persons with Disabilities (PWDs) that are directly involved in implementing the CIDP. The study sampled 146 respondents using stratified and simple random sampling techniques. Interview guides and questionnaires were used in collection of qualitative and quantitative data. The researcher conducted a pilot study in Migori County among 15 county officials. The internal consistency of the research instrument was assessed using Cronbach Alpha while validity tested content, face and construct validity was adopted. Quantitative data collected was sorted, edited and coded and keyed into SPSS software which was used to aid in analyzing the data both using descriptive and inferential analysis. Qualitative data was analyzed using content analysis for themes and discourses generation alongside key variables. Percentages, frequency tables, charts, graphs, and the resultant regression model utilized to present the analyzed data. The research strictly adhered to the ethical considerations including anonymity, confidentiality, objectivity and informed consent. The study established that CIDP implementation in Homa Bay County was actually influenced significantly by the risk mitigation, as conceptualized by the study with the beta values indicating a positive relationship. From the results, the study recommended the need to institutionalize risk management frameworks to positively influence the implementation of the County Integrated Development Plan in the future. The risk management strategy for the county should also ensure strong, effective, and robust early detection systems, adaptive mitigation plans, proper and enhanced sensitization among the locals so as to build awareness, enhance participation and boost resilience.
