Abstract
The need to stream line procurement process as a way of containing cost of operation and promotion of effectiveness in service delivery should be among the priorities of any organization and among the measures that may be undertaken to promote efficiency and effectiveness of operation in the enactment of e-procurement services. The purpose of the study was to assess the success of procurement procedure on adoption of electronic procurement system dynamics by Bungoma County Government. Adoption of e-procurement in Bungoma County is in line with Presidential Executive Order issued on June 14th 2018 which was issued as part of adherence of government to commitment of entrenching good governance of public affairs anchored on transparency and accountability in procurement of Public Goods and Services. Though, efficacy of the same has recorded varied performance from County. The focus of this project report was to; investigate Electronic Procurement System Dynamics and embracing of e-purchase in Bungoma region. The study focused on the level of which administration support system dynamics has influenced acceptance of E- obtaining in Bungoma province; the state of e-acquiring infrastructural development system dynamics and its impact on implementation of E-purchasing in Bungoma County & how capacity of staff training system dynamics had affected acceptance of E-obtaining Bungoma district. Technology Acceptance Model (TAM), Innovation Diffusion theory (IDT), Theory of Constraints and Contingency Theory of Management (CT) were base on which this research was grounded on theoretically. The research utilized Correlation research design. The research targeted 105 respondents from finance, procurement and ICT departments as they were the ones at the Centre of implementation of E-learning. Sample of 45 percent was selected using simple random sampling and proportionate. A structured questionnaire was used to collect data. The study yielded quantitative and qualitative data which was analyzed with assistance of Statistical Package for Social Sciences (SPSS) version 23. Quantitative data were analyzed using descriptive statistics with results reflected in tables using percentages and frequencies. Inferential statistics was used to analyze qualitative data which engrossed running of Correlation and Regression so as to ascertain the connection between and among variables. The research found that: managerial support for e-procurement was weak, digital infrastructures were inadequate and competency of the staff was low for effective implementation of e-procurement of Bungoma County Government should come up strongly to support effective implementation by ensuring adequate provision of digital infrastructure and staff training by making adequate budgetary provisions for the same.
