Abstract
Bringing resources closer to the people through NG-CDF ensures equitable development and alleviation of poverty. However, in Juja Constituency, 88% of CDF projects are considered by the public (as evaluators) as being behind schedule and had exceeded their estimated budget. In some cases, even though the projects are complete, they are not responsive to the communityneeds. In Kenya, participation of the community in NG-CDF funded projects is relatively low because themembers of local community are hardly involved in those projects. This study therefore sought to determine the effect of monitoring and evaluation practices on the performance of the CDF projects in Kiambu County. The study was anchored on stakeholder theory, theory of change, and cost benefit analysis theory. Explanatory research approach was adopted. The target population was 12 members of the CDF Management Committee, 8 members of M&E Committee, 10 community leaders from the ten Juja constituency wards as well as 30 project managers in the 60 CDF projects. The study used census approach and hence included the whole population in the study. Questionnaires were used to obtain primary raw data with closed and open questions. The semi-structured questionnaires generated quantitative data and qualitative data. This research used thematic analysis to analyse data obtained through open ended questions. Quantitative data was analyzed using descriptive and inferential statistics (correlation analysis and regression analysis), with the help of the Statistical Package for Social Sciences (SPSS version 26) statistical software. Descriptive statistics which include frequency distribution, measures of variation and central tendency were employed in data analysis. The study found that community participation has a positive and significant effect on performance of constituency development funded projects in Kiambu County, Kenya because it has an average of 3.828, SD=0.763) . The study also found that technical capacity building has an average of 3.167 with a standard deviation of 0.721 meaning the participants support technical know-how in project implementation which has a positive and significant effect on performance of constituency development funded projects in Kiambu County, Kenya. Further, the study found that stakeholder involvement in planning and decision making process has a mean of 3.609(SD=0.525) which is a positive and significant effect on performance of constituency development funded projects in Kiambu County, Kenya. Also, the study found that management involvement in allocation of budget and resources fairly has a mean of 3.744(SD=0.894) which has a positive and significant effect on performance of constituency development funded projects in Kiambu County, Kenya. The study recommends that the government of Kenya should establish preparations to involve the community at all stages of the CDF initiatives. In addition, training should be offered to the beneficiaries, so as to increase their participation and capacity in the M&E meetings. Further, project managers should ensure the incorporation of community members in the implementation of projects as well as ensure transparency of information. Stakeholder involvement should be ensured in developing Monitoring and evaluation tools and in decision making.
