Abstract
Despite resources being allocated to the street lighting projects project, it seems that
there are implementation issues such as limited coverage, vandalism, constant failure
and maintenance and high power consumption that make the implementation of the
projects unsatisfactory therefore the study sought to examine total quality
management factors affecting the implementation of street lighting projects in Kenya
focusing on Nakuru County. Specifically the study sought to determine the effect of
client-focused approach, total employee involvement continual improvement and factbased
decision making approach on the implementation of street lighting projects in
Nakuru County. The study adopted systems theory, stakeholder theory, normalization
process theory and the theory of project implementation. This study adopted a
descriptive research design. The target population of this study comprised of
management and staff of the public works electrical department of Nakuru County
Government all who are 53 in number, 12 Sub-County Administrators and 44 Ward
Administrators adding to a total population of 109 persons. The study adopted Fishers
formula to get a sample of 86 respondents. The questionnaires were administered to
electrical department personnel, Sub-County Administrators and Ward
Administrators. Expert judgment of the research supervisor was used to test the
validity of the research instruments. The pilot study was carried in the neighboring
Laikipia County out to assess the effectiveness of the data collection instruments
before venturing fully into data collection. The result from the pilot study was
subjected to the Cronbach‘s reliability test for internal consistency. Data was analyzed
using both descriptive and inferential statistical methods. Descriptive analysis was
done using, means, modes and standard deviations to describe the basic characteristics
of the population. Inferential statistics involved the use of Pearson‘s Product Moment
correlation and multiple regression models to determine the nature of the relationship
between the variables. The study found that members of the public who are the
customers of county government are actively involved before deciding on the location
to implement street lighting project. Further, the researcher found that the county
government has instituted channels of communication to reach employees and get
feedback. Moreover, the study found that continual improvement prevents overages
during the implementation process of street lighting projects. From the findings the
study concluded that customer-focused approach during the implementation of street
lighting enhances the good-will from the members of the public study concluded that
continuous improvement helps save money during project implementation by helping
identify inefficiencies. The researcher, recommended that the county government
should focus on the client focused approach during implementation of street lightning
projects as it will to capture the data required to manage project planning and
execution at the lowest levels. The study recommended that the county government
should involve employees in the implementation of street lightening project because
bringing employees into decision making process provides the opportunity for
continuous process improvement.
