Abstract
The performance of a road construction project is frequently measured on the basis of quality, timeliness, and cost. Various road construction projects around the world struggle to satisfy these performance standards. Road projects are intended to adjust to changing weather, site, economic resources, community, and physical variables during construction. Road construction projects in Kenya have suffered cost overruns and delayed delivery resulting to loss of public funds. To that end, the purpose of this research was to analyse the relationship between resource scheduling and the performance of road construction projects in Nairobi Metropolitan, Kenya. The specific objectives were to evaluate the influence of scheduling of financial resources, staff scheduling, time resource scheduling, and project equipment scheduling on the performance of road construction projects in Nairobi Metropolitan, Kenya. The study further examined the mediating influence of project team competences and the moderating effect of the regulatory environment on the relationship between resource scheduling and the performance of road construction projects. The research was based on resource dependence, ability, motivation, and opportunity, as well as broader systems and institutional theories. The study adopted positivism research philosophy to empirically quantify facts through statistical analysis. A descriptive design as well as a cross-sectional survey were used. The population of interest for this study consisted of 39 road construction projects being implemented by Kenya Urban Roads Authority and Kenya National Highway Authority within the Nairobi metropolitan area. The study focused on county and national government roads. As a result, 195 participants were selected for this study using purposive sampling which was a non-probabilistic sampling technique. To gather primary data, a semi-structured questionnaire was used. Descriptive and inferential statistics were used to analyze the quantitative data. For inferential statistics, multivariate regression analysis and correlation were used. The study's findings showed that the scheduling of project resources significantly and positively projects performance. The study's findings showed that the performance of road construction projects, was positively and significantly influenced by financial resource scheduling, staff scheduling, time resource scheduling, and project equipment scheduling. Prudent resource scheduling, as further illustrated by the findings, would enhance the effectiveness of road construction projects in Kenya. While the regulatory framework was found to have a strong moderating influence on project performance, the capabilities of the project team had a large mediation effect on project performance. The study draws the conclusion that efficiently allocating project resources helps road constructors to control risk that could arise during project implementation, which enhances project performance. Based on the results, the study came to the conclusion that resource scheduling should be given top priority by project managers overseeing road construction projects in Kenya in order to enhance overall project performance and provide value for money
