dc.description.abstractPerformance management is a human resource practice aimed at directing and supporting employees to work effectively and efficiently so as to achieve the goals and objectives of an organization as a whole. However in many organizations it is not carried out effectively and it's done as a matter of formality without any consideration performance of its effects on the employee and the delivery of services in an organization. Because so many constraints have arisen in the past in the design and implementation of performance management systems many have questioned their worth. With proper design and implementation it is possible however to have an effective performance management systems in place that can make really useful contribution to the organization by enhancing employee performance as well as ensuring that the goals and objectives of an organization is effectively achieved. This study endeavored performance management involvement /participation, services/employment to analyze the factors affecting effective systems such as training and sensitization implementation of of staff, employee the structure and reporting positions, terms and conditions of contracts as well as change and its resistance. The study was carried out at the Teachers Service Commission that is its headquarters based in Nairobi. The target population was senior and middle level staff in this commission and the method of sample selection was stratified form of sampling .Questionnaires were used to collect information from the employees both the senior and the middle level staff and to a small extent oral interviews will be used. Data analysis was done using descriptive statistical techniques which included frequencies, percentages, graphs and charts. The information so analyzed and recommendations given accordingly was interpreted and findingsen_US
