Abstract
The police department is the one that plays state function for the administration of justice, law and order thereby creating a desirable environment for economic and social prosperity. National Police Service (NPS) has undergone through various structural, institutional developmental milestones in performance of its duties. However, there is increase in the number of crimes recorded in Kenya more so in the capital city which calls for more input and diagnosis. This study sought to establish the effectiveness of work environment on police performance in crime management within Nairobi City County. The objective included the social-economic factors, political factors, motivational factors and intervening effect of police reforms police on performance in crime management. The study adopted a cross sectional survey design. The study was conducted in Nairobi City County which is the capital and the largest city of Kenya. The target population consisted of police officers working within 10 Police divisions and 35 Police stations in Nairobi City County. The population comprised of 3,000 police officers where 11 police officers were purposively selected from each of 35 police stations. Therefore, the study used 350 police officers as respondents. The study used simple random sampling technique in selecting 11 police officers from each of the 11 police divisions. The study used questionnaire, interview and document analysis to get information regarding the objectives of the study. Quantitative data was analyzed by calculating the response rate with descriptive statistics such means, median, standard deviation and proportions using statistical package for social sciences (SPSS). The analyzed data was presented by use of graphs and frequency tables. The qualitative data was analyzed using content analysis where common themes was placed together and then subjected to descriptive statistics. Inferential statistics was done including regression. The findings indicated that socio-economic factors, political factors, motivational factors and police reforms are positively and significantly related with police performance in crime management within Nairobi City County. Based on the findings, the study recommends that the police service should establish work management programs to help the police officers address the working conditions they encounter during the course of their work. The National Police Service should develop structures on advancement and promotion so that the police officers are able to advance in their career ladder. In order to ensure smooth implementation of police reforms, the study recommends that the oversight committee, steering police reforms in Kenya need to initiate an organizational culture that is change driven, this will help to accommodate the dynamicity of leadership challenges that depress the overall reform process.
