User Acceptance and Implementation of E-Procurement System in the Public Sector: A Case of the Public Procurement Regulatory Authority, Kenya

Abstract
Despite the initiatives of the Government to ensure that the Procuring Entities’ execution of e-procurement, a significant number of projects exceeded the scheduled duration. The slowed pace of implementation raised concerns regarding what determined the execution of the system of e-procurement. The foundation for this study was to ascertain the effect of user acceptance on the execution of the e-procurement system in the agencies owned by the Kenyan government. Specifically, this study looked at the effect of perceived ease-of-use, the influence of perceived usefulness, support of the top management and the infrastructure of Information and Communication Technology (ICT) had on the carrying out of an e-procurement system in the public entities. The theories used in this research study included the theories of innovation diffusion, the planned behavior theory and the model of technology acceptance. In this research, descriptive survey design was used. For the compilation of data, the study used questionnaires. The target population was the Public Procurement Regulatory Authority (PPRA) members of staff. PPRA had a total of Seventy-three (73) employees. The study’s target population was the seventy-three (73) workforce of PPRA. The research used stratified proportional sampling method to derive a sample size of 34, which included the top management, middle level management, support staff and representations from PPRA’s regional offices at Kisumu, Mombasa, Eldoret and Nakuru. Descriptive as well as inferential statistics was used in this research study. The results of the multiple regression equation ascertained that taking all factors constant at zero, implementation of e-procurement system at PPRA was 2.031. The conclusions have as well illustrated that by taking all of the other independent variables at zero, there was a unit increase in perceived usefulness which has led to a 0.729 increase in the implementation of the system of eprocurement at PPRA. The conclusions have also revealed that a unit increase in perceived ease of use has led to a 0.846 increase in the implementation of eprocurement system at PPRA. The findings have also shown that a unit increase in ICT infrastructure lead to a 0.704 increase in implementation of e-procurement system in PPRA. Likewise, the findings have shown that a unit increase in top management support has led to a 0.392 increase in implementation of e-procurement system at PPRA. In general, perceived ease of use is what had the highest effect and the support of the top management had the least effect on the execution of e-procurement system at PPRA. This instrumental data can be published, and real-time information shared between Ministries, Departments and Agencies (MDAs). The study recommended that PPRA should invest more on e-procurement system to enhance the institution’s performance since it has come clear in this study that e-procurement system is less costly, time saving, promotes transparency and accountability, has enhanced efficiency in error reduction and value for money is ensured. The study also recommended that PPRA should embrace use of latest technology and acquire adequate ICT infrastructure such as high speed internet services, computers, servers and application software with enhanced security. For better service delivery, the research study gave further recommendations that, more training and sensitization for the staff on the significance of the system of e-procurement ought be done to improve the competency of the employees’ so that they willingly accept and make the implementation process easy and successful. The study further recommended that PPRA’s top management ought to guarantee their support and commitment to capacity build the members of staff and provide the required human and financial resources. The independent variables of this study accounted for 69.4 percentage of the variation in the execution of the e-procurement system, for this reason, other factors were at play. The research recommended further research be done to establish the factors that explained 30.6 percent of the variation in the adoption of the system of e-procurement.
