Item An examination of administrative challenges in the implementation of a new District : a case of Kakamega North District(2011-10-18) Ondieki, Kennedy NyaiyoThe purpose of this study is to identify the administrative/managerial challenges that impede the implementation of a newly created district. The recent enmass creation of districts prior to the December 2007 elections, beg to question the rationale and viability of these districts in terms of service delivery to the people meant to benefit from their creation. To establish how these challenges have affected the delivery of service to the satisfaction of the customers, the researcher has identified the following variables namely: government support, administrative expertise, local government support, Political goodwill and non-governmental support. In order to carry out the study, the researcher has picked a total of 151 respondents from five categories namely: Administrative heads, farmers, business stakeholders, "Boda Boda" entrepreneurs and the opinion leaders. Descriptive research methodology is going to be used. The methodology will help the researcher to report the challenges encountered in the implementation of new district. Self-administered questionnaires personally given to the respondents as well as interview schedules will be used. Stratified and simple random sampling technique will be used. The data collected will be edited and then coded. Data analysis will be done and presented in form of cross tabulations, frequency, percentages tables and graphs. The analysis will be arranged sequentially in order to capture the structure of the questionnaire and conceptual framework. From the analysis therefore. conclusions and recommendations will be drawn.
