To deliver on their mandates, public TVETIs are required to implement practices that ensure that resources are efficiently and effectively utilised. Towards this end, this study sought to analyse the effects of budget planning on the performance of TVETIs in Kiambu County, Kenya. The theory guiding the investigation was the economictheoryofbudgeting.Adescriptivedesignwasappliedtomeetthestudyobjectives,whichentailed the collection of primary data using questionnaires from a population of 41 public TVETIs in Kiambu County, Kenya. Reliability and validity of the data collection instrument were done through the Cronbach Alpha tests and content validity assessments. The data was analyzed through descriptive and regression analysis and the results were presented in Tables and Figures. The study’s descriptive findings indicated that budget planning was moderately implemented in public TVETIs in Kiambu County. The results indicated that budget planning had a positive and significant effect on the performance of TVETI institutions. The study recommendedbudgetplanningthattheministryofEducationshouldincreasethebudgetfortheTVETIStocreateimpacton the results of the courses trained to a learners. Furthermore, it was recommended that similar tertiary institutions in other Counties also implement regular budget reviews to ensure theirmonitoringsystemsarereliableandtransparentsothattheymayattainpositiveperformances.Thestudy also recommended that personnel allocated duties related to budgetary practices in public TVETIs seek to adhere to legislative and best practices guidelines. Future studies should be done to investigate the implementation of budgeting practices in both public and private TVETIs inother Counties in Kenya.Item Analysis of Influence of Policy Formulation on Security Service Delivery in National Police Service, Kenya(2021) Njoroge, Jane; Minja, DavidInsecurity has been on the increase in the recent past and has become the main cause of loss of property and lives around the world. This has had distressing effects on families in monetary terms, emotionally through trauma and grief and the distraction of lives dependents lives. Numerous policies have been set to ensure effectiveness and efficiency in security services delivered by the National police service. However, despite these policy strategies and effort, security service delivered by NPS in Kenya remains a challenge. The terrain in statistics, reports, and empirical studies indicate that there is a persistent trend that citizens continue to lose their lives and properties daily due to poor security services provided by NPS. Policy formulation has been cited as one of key effects on Security services provided by National police service. Policy formulation in NPS has not been effective based on a persistently severe public pain, attracting government attention. In Kenya several Policies have been developed permitting the creation and direction of police institutions to accomplish peace and security. Despite the many security initiatives, the actual security service by National Police service (NPS) has been diminishing, which is a clear manifestation of the existence of deficient Policy formulation in the NPS. The concern is why poor security services in a country with elaborate policy frameworks. This study determined the influence of policy formulation on security service delivery by the National Police Service in Kenya. Study results indicate that ppolicy formulation was significantly influencing NPS's quality of security services. Evidence of an inverse association between Policy formulation and the quality of security services delivered by NPS was evident. Further, policy formulation had not been a participatory activity, and the current security policies had not been implemented effectively.Item Effects of Debt Management Practices on Service Delivery among Public Universities in Kenya: A Case Study of Egerton University(IAJAH, 2023-10) Gichoni, Eddah; Njoroge, JaneService delivery by universities is paramount as it implies a sustained supply of a competent human capital for a country’s long-term development and prosperity. Service delivery among public universities in the country is however at jeopardy, owing to the massive debts they have been subjected to, following capitation short falls. In an effort to service this debt, public universities in the country have resorted to a range of debt management practices. It however remains unexplored in the Kenyan body of knowledge, how these how these debt management practices by public universities influence their service delivery, with reference to Egerton University. Extant studies have only explored debt management either in relation to other variables or study populations. In light of this, the investigation sought to establish the effect of asset liquidation and closure and merger of satellite campuses on service delivery among public universities in Kenya. Grounded on both the Contingency Theory and the New Public Management theory, this study employed the descriptive research design. In this study, the target population included all public universities in Kenya, who total 40, as per the Commission for University Education The accessible population in the present study totals 1362 and includes top management, middle management, teaching, non-teaching and low-level management staff from Egerton University. A sample size of 93 is determined, who were sampled by the stratified sampling (probability) sampling technique. The major data used in this study were gathered via a survey form. In the data processing, both inferential and descriptive statistics were generated. Inferential statistics included both Pearson and regression analysis while descriptive statistics included frequencies, percentages, means and standard deviations. Analysis will be conducted with the aid of the Statistical Packages for Social Sciences, version 27. The study's conclusions reveal a complex landscape in which various debt management strategies impact public universities in Kenya. Asset liquidation, while initially attractive, must be approached cautiously due to potential negative effects on service delivery. Campus closures and mergers significantly influence service quality, highlighting the need for meticulous planning and support during transitions. Effective debt management policies should thus prioritize educational quality, transparency, and stakeholder engagement.Item Influence of Employee Retention Practices on Employee Performance in Disciplined Services: Case of the Administration Police Service Nyandarua County, Kenya(IJCAB Publishing Group, 2019) Koskey, Margret Chebet; Njoroge, JaneThis study sought to establish whether there was any significant influence on employee performance owing to the existing employee retention practices put in place in the Administration Police Service within Nyandarua County. This study’s objectives were; to find out the effect of training and development on employee performance in Administration Police Service Nyandarua County, to establish the effect of compensation on employee performance in Administration Police Service, Nyandarua County and to establish the effect of work environment on employee performance in Administration Police Service Nyandarua County. The study was guided by the two factor theory of motivation and the Job embeddeddness theory. The target population comprised 673 Administration Police Officers from the seven sub counties within Nyandarua County namely, Nyandarua North, Nyandarua West, Mirangine, Nyandarua central, Kipipiri, Nyandarua South and Kinangop Sub Counties. The study sample comprised67 respondents who were selected from the seven Sub Counties using stratified random sampling technique. Data collection wasdone through issuing of questionnaires to the respondents who were selected by the researcher. Collected data was coded and analyzed through descriptive and inferential statistics with the help of the SPSS Version 21 and presentation of findings was through tables. The study found that at 95% confidence interval, training and development practices had a positive and significant relationship with performance in the Administration Police Officers of Nyandarua County at 0.317 and P=0.017< 0.05. Further findings indicated that work environment and compensation had a positive and significant relationship with performance at 0.341 and P = 0.008<0.05 and 0.321 and P = 0.016<0.05 respectively. The study recommends that the Administrative Police Service, Nyandarua County pays a lot of attention in adopting and implementing various aspects of employee retention practices to ensure that performance is improved. The research also recommends that similar study be conducted in other counties in Kenya for comparative purposes.Item Performance Appraisal Practices and Their Effects on Employees’ Performance in Kenya: A Case of Nairobi City County(IJCAB Publishing Group, 2019) Chepkwony, Hillary Kipkoech; Njoroge, JaneThe main objective of this study was to examine the effects of Performance Appraisal Practices on employees’ performance in public secondary schools in Kenya. Since 2012, the Teachers Service Commission (TSC) has been appraising teachers across the country using a system of appraisal whose effectiveness has not been fully tested. Past research findings have depicted the current performance’ appraisal practices in Kenyan Secondary School’s to exhibit weaknesses, which need to be urgently addressed if it is to improve employees’ performance in Kenya. With these findings, this research sought to analyse the current state of employees’ appraisal practices in Kenya’s Public Secondary Schools. This study examined the key issues related to teacher appraisal in public secondary schools with special reference to Embakasi Sub-county in Nairobi city County, Kenya. The research was anchored on Hardner performance standards theory and the Resource based view theory. The target population consisted of the teachers employed by the Teachers Service Commission and working within Embakasi sub- County. The research adopted census technique in data collection hence there was no sampling of respondents. The study involved 119 respondents for the study which included; 105 teachers and 7 principals and 7 Deputy Principals. Data collection in this study was done using a structured questionnaire. The instrument reliability was tested using Cronbach’s alpha coefficient of 0.5 philosophy. Descriptive and inferential statistics were undertaken using SPSS V.22 and the results were used to derive conclusions and make inferences. ANOVA analysis model was fitted to explain the relationship between the independent and the dependent variables. The study recommended that other teacher preparation, the school authorities should ensure conformity with Ministry of Education guidelines on adequate classroom physical space; there should be a regular appraisal of teachers’ responsibility by school authorities as a standard measure of their preparedness prior to service delivery and finally create a conducive environment that enhances teachers’ creativity and innovation.Item Project Management Practices and Implementation of Development Projects in Kenya: A Case Study of Marsabit County(Reviewed Journals, 2023-11) Yaro, Guyo Duba; Njoroge, JaneThis study purposed at ascertaining the effect of project management practices on the implementation of development project in Marsabit County, Kenya. The objectives of the study were; to ascertain the influence of project planning on the implementation of development project, to investigate the influence of stakeholder participation evaluation on the implementation of development project, to find out the effect of resource allocation control on the implementation of development project and to establish the effect of leadership monitoring support on the implementation of development project in Marsabit County, Kenya. The research was underpinned on stakeholder theory and theory of planning. The study employed a descriptive survey research approach. The research targets 65 project managers and 235 project team members working at Marsabit County Government. Stratified random sampling technique was utilized to select 90 respondents. Data was obtained through structured questionnaires. The collected data was analyzed with the SPSS version 26. The analyzed data were displayed in frequency tables, charts and graphs. The study findings showed that project planning (β=0.362, P-value = 0.003), stakeholders’ participation (β=0.304, P-value = 0.002), resource allocation control (β=0.297, P-value = 0.002) and leadership monitoring support (β=0.268, P-value = 0.003) had a positive significant relationship toward the implementation of development projects. The study concluded that project management practices are vital in the implementation of development projects. It emphasized the need for skilled project managers, robust planning, stakeholder engagement, and adaptability to navigate the complex and ever-evolving landscape of development projects. The study recommended that there is need for detailed project planning that includes well-defined scopes, objectives, timelines, and resource allocation. The project plans should be adaptable and account for potential changes and uncertainties. The government should allocate resources efficiently and ensure proper budget control to prevent financial overruns. Also, resource utilization should be monitored to optimize cost-effectiveness while maintaining project quality.Item Role of Institutional Capacity Building in Establishing Effective Governance in Jubaland State of Somalia(Journal of International Business, Innovation and Strategic Management, 2020) Abdi, Abshir Mohamed; Njoroge, JaneThrough effective governance, sustainable growth and poverty reduction can be achieved since public resources would be managed well, quality services would be accessible and the goals for sustainable development will be achieved. Effective governance is what brews functionality of government. There is a wide agreement among scholars that despite progress across the globe in ensuring effective governance, democracies in some of the regions are still widely fragile. Bureaucracy in Jubaland State still faces challenges that range from economic problems, political fragility, structural and administrative challenges which render the governance ineffective. Even though there are efforts from the Government of Jubaland, non-profit organizations, national government and other organizations, the situation doesn’t seem to improve. There is an argument that the administrative role of capacity building can ensure effective governance and that is why this study sought to find out the role of institutional capacity building in establishing effective governance in Jubaland State of Somalia. The study was anchored on the New Public Management (NPM) Theory in explaining the link between the study variables. A descriptive research design was adopted by the study because of the need to interrogate the issue using quantitative and qualitative research methods. The target population of the study was categorized into the public administration representatives of Jubaland focusing on Gedo, Middle and Lower Juba regions as well as three members from each of the 43 civic groups that operate in the state and reflect the opinions of the citizens. A census was conducted on the three regions of Jubaland. A total of 180respondents we retargeted by the study. A semi-structured questionnaire which has both open and closed questions was adopted for the study to collect qualitative and quantitative data. Before its use, a pilot study was conducted on 10 questionnaires to establish its validity and reliability. Reliability was enhanced by checking the internal consistency of the research instrument using Cronbach’s (α) reliability coefficients at a threshold of 0.7. Validity was established through the opinion of the supervisor on the clarity of the questionnaire. The study findings indicated that Jubaland administration has made efforts to build its institutional capacity to a high extent and that institutional capacity building is positively and significantly associated with effective governance. The study recommends that the administrative government of Somalia should further invest in improving and developing the civil servant’s capacity such as administrative, public finance management, technological adequacy and coordination capacity. This would further improve the governance.Item The Role of Information and Communication Technology on Profitability of Small and Medium Enterprises: Case of Nairobi City County(IAJAH, 2023-11) Waziri, Twaha Sakwa; Njoroge, JaneSmall businesses in Kenya have embraced the application of technological advances in communication and information to enhance their performance and profitability in the current challenging business environment. This was particularly exacerbated by the Covid-19 pandemic that forced them adopt to the new technological advancements in order to stay afloat. However, the effect of technological innovation regarding the profitability of premises is still understudied in Kenya with reference to Kasarani subcounty in Nairobi County. The research especially looks to investigate the impact of data and conversation modern advances on the success of minor and medium-sized businesses in Nairobi City County.; to assess the role of Information Communication Technology on the quality of products and services of Small and Medium Enterprises in Kasarani Sub-County; and to determine the duty of information and Communication Technology on efficiency of Small and Medium Enterprises in Nairobi City County. The study is grounded on two theories, that is the unified hypothesis of adoption and utilization of modern advances theory and the diffusion of technology hypothesis. The research employed the methodology of an informative study, for this study, it aimed demography of owners and managers of all registered Small and medium-sized businesses with reference to Kasarani subcounty in Nairobi County, who total 2,136 as per the Nairobi County Government. The researcher computed the desired sample using the Yamane equation to get the desired sample size. This formula gives a sample size of 96 owners/managers of businesses, from a directory attributed to all licensed SMEs, who will be chosen in Kasarani sub-county in Nairobi County, by simple random sampling technique. Primary data was used in this investigation, which was quantitative in nature and obtained using structured questionnaires. Preliminary research was conducted before the core investigation. The test is performed to evaluate the precision and dependability of the investigation's equipment. Participants’ responses were enumerated based on a five-point Likert scale. The drop and pick technique were then employed in questionnaire administration in the main study, whereby respondents were given a week to respond. After collection of the data, the study assessed the questionnaires for completeness after which coding and entry of the data followed. Data analysis was then conducted utilizing version 27 of the Statistical Processing System for the Social Sciences. Both inferential and descriptive analyses were utilized in this regard. Results indicate that that information and Communication Technology and profitability has a significant effect on SME performance (β = .813, Sig. = .015<.05. In conclusion, the findings highlight the potential of information and communication technology to drive financial gains elevate product standards, streamline operations, and emphasize the need for supportive policies and practices to foster technology adoption and enhance SME success.Item Training as an Enabler of Service Delivery at the Nairobi City County(Reviewed Journal of Social Science & Humanities, 2024-08) Werimo, Ann Nekesa; Njoroge, JaneThe Kenyan public sector has reported dismal and deteriorating services that at times are ineffective, inefficient and unresponsive to the needs of the general public. The poor service delivery informed part of the decision to form county governments, but complaints are still there on delayed and poor service quality. To enhance the service delivery quality, effectiveness and efficiency, focus has to shift to human capital management especially on training of employees. The paper was anchored on SERVQUAL model and supported by human capital theory. There was use of descriptive research design approach in targeted the human resource department staffs and members of the public service board and 30% formed the final sample size. Piloting confirmed the fitness, idealness of the questionnaire through validity and reliability testing. The respondents filled the questionnaires, later the data was entered into Ms. Excel and SPPS for descriptive, correlation and regression analysis. The study established that trainings positively and significantly affect service delivery at Nairobi City County. Drawn conclusions shared that training as a component of human resource management practices resulted in improved service delivery quality, timeliness and responsiveness at the Nairobi City County. The study recommends that county government and the public sector employees should be trained on the values and ethics of public service. This training should help employees to understand their role as public servants and to make ethical decisions in their work.
