Item Accountability practice in Kenya’s public service lessons to guide service improvement author's bio data(European Centre for Research Training and Development UK (www.ea-journals.org), 2015-02-25) Minja, DavidAlthough accountability is widely believed to be a good thing, the concept is highly abstract and it is often used in a very general way. Accountability is one of those words more often used than understood. A typical definition is that accountability concerns the processes by which those who exercise power whether as governments, as elected representatives or as appointed Officials, must be able to show that they have exercised their powers and discharged their duties properly. Theory and practice suggest that accountability practice in public sector is weak due to several reasons as shall be explored further in this study. While much of the accountability research work has focused on financial management accountability practice, little has been done on non-financial issues of accountability practice. Public sector reforms and increased democratic space have given rise to greater demand for enhanced accountability practice in public service more than ever before. This study therefore sought to establish the extent to which the whole range of accountability practices was evident in Kenya’s public sector. The study revealed that the current practice is one that promotes accounting for resources spent more than promoting accountability. It was further noted that public servants were more accountable to their seniors, the heads of departments and ultimately the president and his Cabinet than they were to the public which has put the government in place. Several lessons were learnt from this study which will be used to provide insight into the practice of accountability in public sector.Item Administration of Legal Issues in African Development for Global Sustainability(East African Nature & Science Organization, 2020) Moi, Edna; Minja, David; Makhamara, FelistusDespite the evolution of legal systems in Africa, its development cannot be realized without the adoption of global practices relevant to the 21st-century complexities. Using data from Kenya, the objective of this paper was to determine people's awareness of legal issues, innovation tools for harnessing research data, and innovations for sustainability. This paper gives a brief history of government systems in various African countries which existed before colonization and further recommends mechanisms for promoting citizens’ legal rights. The paper highlights the administration of legal rights in Kenya citing new innovative tools for general development. It recommends ways that could be embraced for promoting development; the technology system, the rule of law, constitutionalism, democracy and stakeholders' support. The paper concludes that the majority of Kenyan citizens need legal awareness. The possible outcome of the process remains uncertain and open to further stakeholders' inputs. The paper finally recommends the increasing involvement of every stakeholder which is expected to increase the rate of Africa's development for global sustainability.Item Compliance of Budgeting Practices to Budgeting Norms by Government Entities in Kenya: A Case of the Legislature(IJCAB Publishing Group, 2019) Kanyi, Eric Ng’ang’a; Minja, DavidThe enactment of Constitution of Kenya in 2010 resulted to far reaching changes on the management of public resources in Kenya. One of the key departures from the past is the enhanced role of the Legislature in public finance oversight. The Constitution empowered the Legislature to provide oversight and accountability over the use of public finances including budget approval for all government entities as well as ensuring all government entities follow laid down procedures on budgeting. Given this power, the question is whether the Legislature is employing budgeting practices which are in conformity with the established norms on budgeting in preparing its own budget as well as adopting best budgeting practices. This is premised on the fact that the Legislature will not be able to authoritatively impose sanctions to government entities for financial malpractices as a result of poor budgeting practices if the Legislature itself is not following budgeting practices put in place. Thus, the objective of the study was to assess the compliance of budgeting practices to established norms on budgeting in the Legislature. The study used descriptive design. The target respondents were the employees of the administrative arm of the Legislature, that is, the Parliamentary Service Commission in the Directorate of Finance and Accounting and the Directorate of Budget based at Parliament Buildings in Nairobi. These two directorates were selected for the study because they conversant with budgeting practices in the public sector and are both involved directly and indirectly with budgeting in the Legislature. The data for the study was collected from primary source through administration of questionnaires. The Study used descriptive statistical technique since the research was intended to describe the existing budgeting practices in the Legislature. The results revealed that generally, the Legislature has adhered to the established norms on budgeting in its budgeting processes (budgeting practices) as well as adopting budget best practices. However, the study revealed a number of issues that need to be addressed by the Legislature to improve on the budgeting practices. Thus, study recommends that certain aspects of budgeting practices within the Legislature be reviewed. The critical recommended aspects of budgeting practices which need to be reviewed include among others having a budget manual in place, aligning the budget with the strategic plan and goals, basing resource allocation to various activities on cost benefit analysis as well as involving the critical stakeholders during budgeting. The study recommends the need to expand the scope of the study to include other government entities with different characteristics compared to the Legislature. The study recommends further research examine whether adherence of budgeting practices to budgeting norms in public budgeting results to prudent utilization of public resources and efficient delivery public goods.Item Effect of Accountability on Procurement Performance in Public Sector in Kenya.(IOSR Journal of Research & Method in Education (IOSR-JRME), 2024-04-27) Zainab, Yusuf Ibrahim; Minja, DavidThere is lack of contextual evidence on the real governance practices exercised by the public officers in public sector in Kenya and their effects on service delivery or the performance of state institutions. The undertaking of this study therefore help identify governance practices exercised by land officers in Kenya, the problems that need to be identified and potential interventions to be put forward. The specific objective was to assess the effects accountability, on public procurement performance in Kenya. The agency, white collar crime and fraud triangle theories supported the study. The descriptive design was used with 531 populations from the state agency. This study used Kish formulas to choose 228 sample sizes. Content validity of this tool was based on professional judgement, including discussion of product with research director. The above or equal to 0.7 alpha was used with data analysis supported by Statistical Package for Social Science (SPSS) version 23.0. The analysis was both descriptive statistics and regression analysis. Before data collection, research permits were obtained from relevant government agency. The results showed that the study factors had a substantial impact on the Ministry of Lands' procurement performance, with a coefficient of correlation of 0.817. The modified determination coefficient was 0.658, or 65.8%. This infers that the four independent variables transparency, accountability, risk management, ethics, and integrity accounted for differences in the dependent variable. There are more factors outside the purview of this study that could account for the 34.2% residual. The study comes to the conclusion that the Ministry of Lands' procurement performance is highly impacted by corporate governance practices. The results also revealed that transparency, accountability, risk management, ethical and integrity significantly affect the procurement performance. Through transparency, stakeholders are provided with access to information, fostering trust and confidence in the integrity of procurement decisions and reducing the risk of corruption. The ministry of lands and physical planning should uphold the transparency as a cornerstone principle throughout procurement processes. By ensuring that all stages of procurement are open, accessible, and well-documented, the Ministry can foster trust among stakeholders and mitigate the risk of corruption or favoritism. Implementing robust mechanisms for disclosure of information regarding procurement decisions, contract awards, and supplier selection criteria is imperative.Item The Effect of Devolution of Agricultural Sector on the Citizens’ Livelihoods in Wajir County(IJCAB Publishing Group, 2019) Muhumed, Ibrahim Jimale; Minja, DavidDevolution of government functions is one of the key moves introduced by the government, to enhance its service delivery and promote self-governance at County level. At a glance, devolution has come with both benefits and downsides, which are unique to the service/function that has been devolved. Agriculture was previously a function of the National government, under the Ministry of Agriculture. It is currently a devolved ministry, no longer under the sole control of the National government. Same as other devolved functions, it was expected that devolving the ministry of Agriculture would lead to better agricultural production at county level. Devolution Agricultural functions was expected to enhance agricultural production in the counties. The study thus sought to establish the effect of devolution of the agricultural sector on the livelihoods in Wajir County. This study was guided by the following objectives; to establish the effects of devolution of agricultural sector on the empowerment of small-scale farmers, to determine the effects of devolution of agricultural sector on incomes of households and to examine the effects of devolution of agricultural sector on food security of households in Wajir County. The study is hinged on the Sustainable Livelihood Approach. The study adopted a descriptive survey that helped in determining and reports the way things are and attempts to describe such things as possible behavior, attitudes, values, and characteristics. The study targeted5273 small-scale farmers and agricultural officers across all Wajir sub-counties. The study sampled 372 farmers from all the Sub-Counties in Wajir. Therefore, 372 farmers and 6 agricultural officers were used making a total sample size of 378 respondents. The researcher purposively selected six agricultural officers one from each sub-county. In identifying the farmers from each sub-county, the study used simple random sampling. The study will adopt both qualitative and quantitative data. The study used questionnaires for collecting data from 372 farmers, which will be constructed based on the research objectives. The questionnaires were administered using drop and pick method; this provided farmers with enough time to answer the questions. Quantitative data was analysed using descriptive statistics such as mean, mode, percentages and standard deviation. The study used Chi-Square to establish the relationship between the variables. The study findings indicated that the effect of devolution of agricultural activities in Wajir County has significantly affected the level of food security, sources of income and empowerment among the households in the county. Due to devolution of the agricultural activities, the county government now provides extension services, funds, inputs such as fertilizers and credits for agricultural activities and that has led to an increase in food production which has greatly improved food security and enhanced income generation. The small scale farmers no longer rely on livestock farming but also crop farming. Since the study findings present a significant effect of devolution of the agricultural activities to the county level in Wajir, it recommends that the county government should invest more in some of the agricultural activities such as access to agricultural services like Plough and tractor, Borehole and dam for irrigation, Extension services, Livestock vaccination and Disease surveillance, control, and awareness. There should also be an increase in the provision of services such as the provision of farm inputs and marketing of farm products on behalf of farmers in order to encourage more participation in agriculture by the households. In so doing, the small scale farmers in Wajir County will be more empowered, their income will improve and food security will also be enhanced.Item Effective Employee Participation and Service Delivery in Embu County Government, Kenya(IAJAH, 2023-11) Njuguna, Maureen Muthoni; Minja, DavidIt was envisioned that devolution would take governance to the grassroots and enable an enhance employee participation in decisions making and over sighting which would potentiality translate to efficient utilization of resources as well as better, reliable and efficient public services to the citizens. With all these in place, it would be expected that Kenyans would have already started benefiting through improved service delivery in the counties. However, despite the fact that the creation of county governments ‘promised’ Kenyan citizens better lives ahead, citizens in Embu County are yet to obtain these benefits. The study aimed to evaluate the impact on service delivery in Embu County Governments in Kenya from employee consultation and employee delegation on service delivery. The study was guided by goal setting theory and two factor theory. Descriptive research design was used. Primary data was collected through the use of questionnaire. Data was analysed through descriptive methods. Inferential analysis was done to show the correlation between variables. Data were presented in tables and figures. Ethics were considered by ensuring that confidentiality was maintained and citations were done. The result indicated employees are regularly reassigned, service quality is connected to employee consultation levels, and the county has formed positive relationships with its clients. Employee consultation participation was specifically related to the delivery of services in a number of areas, including productivity and employee satisfaction. The results indicate that management did not give workers the authority to make decisions about how their jobs were handled, that working conditions were not conducive to employee involvement, and that employee job rotation was not regular in all departments. The study concludes that relationship between employee consultation and service delivery in the County was positive and significant. The study concludes that the relationship between employee delegation and service delivery in the county was positive and significant. Based on study results, the study concluded that the relationship between joint decision making and the service delivery in the county was positive and significant. The study concluded that the relationship between collective bargaining and service delivery was positive and significant.Item Generic strategies employed by food and beverage firms in Kenya and their effects on sustainable competitive advantage(European Centre for Research Training and Development UK (www.eajournals.org), 2015-02-02) Minja, David; Mutunga, Stephen LaititiThe focus of this study was on competitive strategies that firms adopt in the Kenya beverage industry in order to create above average performance. The fundamental basis of above industry performance is sustainable competitive advantage which is either created by low cost or differentiation strategy. The study aimed at establishing the generic strategies food and beverage firms in Kenya employ for sustainable competitive advantage. This research entailed a descriptive study design. Descriptive design uses a set of scientific methods to collect raw data and create data structures that are used to describe the existing characteristics of a defined target population. This study sought to do that among the F & B firms in Kenya. The study population consisted of 138 food and beverage manufacturing firms in Kenya registered with the Kenya Association of Manufacturers (KAM) by 2011. The data was tested for central tendency and dispersion after confirmation of normal distribution by appropriate tests of normality. Since the sample size was 32 (over the minimum 30 required for statistical analysis), regression analysis was carried out and interpretation of results of tests of hypothesis done. The research showed that 56.2 percent of the firms embrace duo strategies of cost leadership and differentiation simultaneously while 25 percent were exclusively on cost leadership and 18.8 percent were exclusively using differentiation. The use of dual strategies is a company survival tactic in terms of diversification of risks especially in very competitive environments like that of the Kenyan F&B industry. Results from Pearson’s rank correlation coefficient between the dependent variable Y and the independent variables X1 and X2 gave coefficients of 0.653 and 0.279 respectively which was an indication of positive correlation.Item Health Infrastructure and Implications on Provision of Health Care Services to Nurses and Medium Level Bureaucrats in Health Facilities in Siaya County and Nationally, Kenya(Journal of African Interdisciplinary Studies, 2024) Ohando, Ezekiel Odhiambo; Minja, David; Muna, WilsonContemporary bureaucracy health infrastructure dimensions involve (hospitals facilities, operating electrical and internet connections, equipment, tools, ambulances, medical supplies and medium level bureaucrats; roads, refrigeration for medicines, vaccine and blood; clean water, sanitation, medium level bureaucracy and medium level autonomous bureaucrats) having implications on provision of accessible and affordable nursing health services in Siaya county hospitals and nationally. Management, health medium level bureaucracy and bureaucrats continues to face evolving challenges owing to dynamic nature of environment and dilapidated health facilities countrywide. Challenges health industry face is medium level bureaucrats driven satisfaction and commitment critical for coping up with eternally fluctuating and evolving respectable environment for realization of goals and objectives through infrastructure facility implications while remaining competitive in health sector. Health medium level bureaucracy should uphold efficacy, desirable production, job commitment through respectable working environment and medicines access to patients’ contrary to facilities referring patients to private pharmacies. Electricity connectivity, accessible roads, medical supplies, refrigeration, water and internet coverage significantly impact health care service positively enhancing efficacy from staff riding on job satisfaction. The objective of this paper is to analyze the implication of infrastructure and working environment on bureaucrats’ job satisfaction while providing patients care and implication of infrastructure nationally. The study employed quantitative and qualitative methodology covering public health facilities in Siaya county and cross-sectional study to cover referral hospitals. Data was collected using self-administered questionnaire, adopted and validated for study targeting a population of 500 nurses in level four and five hospitals in Siaya county. Stratified random sampling using Krejcie & Morgan 1970 was used to select 217 sample from the population of 500 nurses and health medium level bureaucrats in level four and five hospitals. The findings revealed that infrastructure encompassing good roads, electricity connectivity working 24 hours daily, internet coverage, medical supplies accessible to patients promoting and supporting optimal health wellbeing while permitting autonomous medium level bureaucrats enjoy their job satisfaction on optimum health care service. The study concluded that realization of adequate health infrastructure and respectable working environment resulted to medium level bureaucrat’s optimization of work satisfaction affecting optimal health care services of nurses and medium level bureaucrats in health facilities in Siaya County and nationally in Kenya. This paper shall benefit the citizens by encouraging them to contribute more towards enhancing healthcare growth, secured job satisfaction, retention, health welfare and autonomous motivated staff deriving their deserved job satisfaction helping their personal growth and development.Item Influence of Devolution Monitoring and Evaluation on Service Delivery in Garissa County Government(IJCAB Publishing Group, 2019) Hussein, Issa Mohamed; Minja, DavidService delivery in the county government, just as is in the national government, has been termed as not satisfactory. Some of the ways seconded to improve the situation is introduction of monitoring and evaluation. Monitoring and Evaluation system provides the necessary feedback for economic development and policy interventions. However, this area has not received the much-needed attention especially in the county level. In order to accurately and timely track the development progress made in Kenya and the 47 counties in particular, there is need for an efficient M&E system. The absence of this framework limits effective public service delivery thus constraining the acceleration of economic development in Kenya and therefore impacts negatively on the overall welfare of the citizens. To find out the effect of monitoring and evaluation on service delivery in the devolved system, this study is timely so as to make policy recommendations for improvement. This study specifically aimed to establish the effect of performance monitoring on service delivery in a devolved system, to determine the effect of measuring results on service delivery in a devolved system, to find out the effect of reporting and learning on service delivery in a devolved system and to determine the effect of monitoring and evaluation systems on service delivery in a devolved system. The study was guided by the Programme theory of Evaluation, Resource Dependency Theory and the Stakeholder Theory. A descriptive survey research design was adopted for the study. The population of the study was the main committees involved in discussing reports relating to monitoring and evaluation of CIDP preparation and implementation progress at county level. A census was conducted on this population. Data was collected through structured questionnaires of the Likert format. After collection, both descriptive and inferential statistics was established through SPSS software. The study found out that performance monitoring had a positive influence in service delivery at Garissa County Government. Measuring results significantly influenced service delivery at Garissa county government. Reporting and learning had a significant influence on service delivery at Garissa county government. Monitoring and evaluation systems significantly influenced service delivery at Garissa county government. The study concludes that the county government of Garissa performed evaluation of cost performance. The county government evaluated whether projects in the county were of high-quality performance. The county government conducted surveys to establish the durability of projects. The county government established the sustainability of Projects before implementation. Garissa county government established the frequency of reporting monitoring and evaluation information. The county government of Garissa had up to date routine monitoring systems for effective M & E process. The study recommends that the county government of Garissa ought to performed evaluation of cost performance. The county government ought to conduct surveys to establish the durability of projects. The county government ought to establish the sustainability of Projects before implementation. The county government ought to establish flexible feedback mechanisms for monitoring and evaluation results. Garissa county government ought to establish the frequency of reporting monitoring and evaluation information. As such, the agricultural sector provides the basis for the development of other sectors. However, the performance of many agricultural projects in Kenya is still wanting. Some projects have stalled while others get completed but with low returns. Therefore, the study sought to establish the influence of project management practices on the performance of agricultural projects by community based Organizations in Bungoma County in western Kenya. Based on the study, this paper discusses the findings on the influence of project planning and implementation on the performance of agricultural projects in Bungoma County. The study used descriptive and explanatory research designs. It targeted 138 community project groups carried out by CBOs registered in Bungoma County. The study used stratified sampling to select 61 project groups from the target population. Primary data was collected using a self-administered questionnaire. Interviews were also conducted with 15 field officers. Descriptive statistics were computed to describe the characteristics of the variables whereas inferential statistics in form of simple and multiple regression were used to establish the nature and magnitude of the relationships between variables. Data was analysed using SPSS version 22. Qualitative data was analysed through content analysis. On simple regression, project planning and project implementation were found to influence agricultural project performance. In all the competitive strategies firms have engaged in, human capital has been the driver of competition. This study endeavoured to empirically test the effects of human capital and especially in innovation and operational efficiency in according food and beverage firms the requisite competitive advantage in the very dynamic industry. the study sought to answer the following research question: What are the effects of human capital (in innovative adaptation and dynamic operational efficiency) on firms’ ability to attain sustainable competitive advantage within the F & B companies in Kenya? This research entailed a descriptive study design. This study sought to do that among the F & B firms in Kenya. The study was concerned with describing the characteristics of a unique group of food and beverage firms and their competitiveness. From the study, 87 percent of respondents indicated concurrence on usefulness of human resources for SCA. Kenyan firms in the food and beverage industry therefore highly regard human capital as a major contributor to sustainable competitive advantage. The study established that internal processes largely rely on how capabilities are harnessed for competitive advantage.Item Institutional Capacity and Implementation of Financial Management Regulatory Framework in Devolved Governments in Kenya: A Case of Embu County(International Journal of Current Aspects, 2023) Ng'ang'a, Lorena Njoki; Minja, DavidBetween 2013 and 2022, the county government of Embu faced persistent challenges in public resource management, leading to unfavorable audit opinions despite guidance from the Public Finance Management. Reports from the auditor general (2017, 2019, 2021), the controller of the budget (2019, 2020, 2022), and internal financial documents highlighted issues such as inefficiency, poor budget management obstructing development, low absorption capacity, and misalignment with the integrated development plan. This study investigated the effect of revenue, information sharing, budgeting, and expenditure management capacities on the implementation of the Financial Management Regulatory Framework in Embu County, Kenya. The study is anchored on the agency theory, institutional theory and resource dependency theory. Descriptive research design was adopted for this study, focusing intently on Embu County as the epicenter of the investigation. The research participants comprised 65 senior administrators well-versed in the nuances of the Public Finance Act of 2012. Due to the manageable size of the target population, a census study approach was adopted, ensuring a comprehensive understanding of the subject matter. Both primary and secondary data sources were tapped into. Primary data collection methods included structured questionnaires meticulously designed to extract specific insights, in-depth interviews for nuanced perspectives, and credible reports from authoritative sources. Secondary data, vital for contextualizing the primary findings, were sourced from a plethora of academic books, scholarly journals, and previously conducted research studies. The collected data was analyzed using a combination of descriptive statistics portrayed by percentages, mean scores, median charts and graphs. The inferential statistical analyses used is done through Anova, regression and R-squared. The study unearthed critical insights into the existing financial management capacities within Embu County. The findings collectively underscore the integral role of various capacities - revenue management, information sharing, budget making, and expenditure management - in ensuring robust financial accountability. Through examination of these capacities, the study illuminates the interconnections between efficient financial practices and regulatory compliance. The conclusion drawn from these findings emphasized the pressing need for strategic interventions within Embu County's financial management system. The study made the following recommendations: To enhance revenue management, the county was advised to overhaul its revenue collection systems, employing innovative technologies for efficiency and accuracy. Information sharing mechanisms were recommended to be streamlined, ensuring real-time communication between various governmental bodies and departments. Participatory budgeting processes, involving both public and administrative stakeholders, were recommended to instill transparency and community-driven decision-making. Furthermore, robust internal control systems for expenditure management were deemed imperative, necessitating the implementation of stringent audit protocols and oversight measures.Item Management Fibrillation and its influence on Results-Based Management in Kenya’s Public Sector(2015-03-02) Minja, DavidFibrillation is a medical term that describes a condition in the heart where the muscle fibers contract rapidly at their own pace and not in coordination with other muscle fibers. As a result, the amount of blood pumped to the body is reduced. The body experiences a lot of heart activity but reduced heart output. This paper borrows this medical term to describe a phenomenon that exists in many organizations which inhibits superior performance. Many organizations are in the same state as the heart with respect to the practice of results-based management. There are lots of activities going on in the organization but minimal results by way of outputs, outcomes and impact. The best of such organizations only come up with outputs- the results of an activity. These outputs are not the end products for the user but simply a step along the results chain. The author conducted a survey of over one hundred middle-level managers working in public sector agencies. The responses were analyzed using content analysis and classified into ten thematic areas that were seen to be causing management and organizational fibrillation. On the basis of issues identified, several strategies have been proposed to help organizations deal with management and organizational fibrillation.Item Public-Private Partnership Financing Framework and Implementation of Energy Infrastructure Projects in Kenya(JAIS, 2024-11) Barasa, Fernandes Odinga; Minja, David; Muthinja, MosesThe study sought to examine the efficacy of public-private partnership financing framework in the implementation of energy infrastructure projects in Kenya. The study was motivated by the fact that while public-private partnerships have gained popularity in the recent past, there has been limited empirical research on their performance, particularly in terms of their impact on project implementation in terms of time, cost, and project outcomes. The study sought to fill in this gap. To achieve the objective, the study employed a comprehensive research design, combining both descriptive and causal-explanatory approaches. The study’s target population included key entities within the electricity projects implementing sphere under the Ministry of Energy being Energy and Petroleum Regulatory Authority, Ministry of Energy, the National Treasury, 7 tier 1 commercial banks and 6 development partners. Data was primarily collected through structured questionnaires and key informant interviews, preceded by a pilot study of the Ministry of Roads to determine the validity and reliability of the data collection tools. Data was analyzed using SPSS with descriptive statistics and inferential statistical analysis being relied on. Regarding the inferential statistics analysis, parametric and non - parametric analysis was used. For the parametric analysis, a multivariate Ordinary Least Squares regression model was the focus while for non - parametric analysis, Structural Equation Modelling was applied. The findings of this research offer significant insights into the effectiveness of Public-Private Partnership (PPP) financing framework in the implementation of energy infrastructure projects in Kenya. The financing framework was found to accelerate project implementation time, indicating its potential to expedite project execution. However, it had a negative effect on project implementation cost, potentially due to the increased costs associated with private sector participation. Moreover, the financing framework negatively influenced project outcomes, underlining the importance of careful consideration of financial aspects in PPP projects. These findings provide valuable insights for policymakers, practitioners, and stakeholders involved in energy infrastructure projects and PPP initiatives in Kenya. In the 21st century, corporate governance is becoming a matter of enormous public attention and concern. The increase in investors’ interests in the way stock brokerage firms are led, changes in the institutional framework and policies and demand for ethical leadership from stakeholders have contributed significantly to renewed interest in the way these firms are run. The rate of collapse of stock brokerage firms trading in the Nairobi Securities Exchange (NSE) has been alarming. Over the past few years, Kenyan investors have watched desperately as various brokerage companies collapse resulting in huge investment losses. Analysts have attributed this problem to leadership and governance issues, yet, no conclusive studies had been done to test this presupposition. The aim of this study, therefore, was to assess the role of strategic leadership and corporate governance practices in mitigating risk and maximizing investors’ returns in the stock market. The study adopted a descriptive design. A sample size of 64 managers from finance and operations departments was selected randomly in each organization involved in this study. Primary data was collected using questionnaires and analyzed using mean, standard deviation and coefficient of variation. The major findings were that all the brokerage firms have boards of directors. However, majority of board members did not have adequate skills, knowledge or experience in strategic leadership, stock brokerage finance and risk management. Traits and knowledge will however, do. Traits and individual exposure and/ or experience may take someone to the top, but to remain there will require a great deal of learning and application of knowledge. For an individual to be considered a great leader, the results of his/her leadership must say so. This leads to the concept of effective leadership. Effective leadership must be in place for organizational success. Effective leadership guides an organization to appropriately handle change. The study aims at providing an argument on how managers in public sector institutions apply the practice of strategic philosophy in their quest for effective practice of strategic management. Strategy is vital for a competitiveness, effective and efficient public service delivery and for successful leadership. Strategic philosophy refers to a set of beliefs, personal views or rules concerning the nature of organizational strategy. Managers apply these beliefs, values and rules to help make strategic decisions that provide direction, cohesion, mission and motivation to pursue organization’s strategic goals. The bureaucratic nature of public sector causes it to function according to unique set of principles, norms and rules. These rules and principles are influenced by the political nature of the institutions with little autonomy and /or discretion to decide on priorities, set own goals and deal with challenges and problems in order to exploit any emerging opportunities. This article used systematic literature review to identify studies that discussed the concepts of strategic philosophy and competitive advantage. Two focus groups discussions were also held with managers from public sector and civil society organizations. Since previous studies have been treating these concepts separately, articles dealing with each aspect of the study were reviewed and analysed to establish if any relationship exists between the two concepts. The study found out that the position occupied by a manager in the organization, skills and experience determine how he/she conceptualises the whole process of strategic planning. Senior managers believe that their role involves crafting the mission, vision, values, strategic goals and providing direction of the enterprise. They also determine the strategies that are likely to create superior performance.
