    Influence of Budgetary Allocation on the Performance of NG-CDF Projects Within Nyaribari Masaba Constituency

    A project is considered successful when it achieves its objectives, adheres to established criteria, meets deadlines, and remains within the allocated budget of the organization. The utilization of monitoring and evaluation (M&E) methods has enhanced collaborative learning among stakeholders, increased productivity, and built capacity, all aimed at applying the insights gained to modify organizational policies and procedures. Therefore, this study sought to investigate the influence of budgetary allocation on the performance of NG-CDF projects within Nyaribari Masaba Constituency. The research utilized a descriptive research design. The focus population consisted of NG-CDF projects within the Nyaribari Masaba Constituency, with a total of 2,376 respondents. This group included monitoring and evaluation teams from various organizations, members of the CDF committee, the general public, elected officials, government representatives, and religious leaders. To obtain a representative sample, the researchers applied a stratified sampling method, while the selection of respondents was carried out through simple random sampling. The final sample comprised 342 individuals, and primary data was gathered using questionnaires. A pilot study was conducted with 34 respondents to evaluate the study's procedures. To ensure the validity of the research, measures of content validity, criterion validity, and face validity were employed. Reliability was determined through the Cronbach's alpha test. For data analysis, descriptive statistical methods, including mean and standard deviation, were utilized to interpret the quantitative data. Additionally, inferential analyses, such as correlation and regression analyses, were performed. The results were illustrated through tables and figures. The research indicated a positive influence of budget allocation on the performance of NG-CDF projects within the Nyaribari Masaba Constituency. The findings suggest that adequate financial resources are accessible for the monitoring and evaluation of these projects, along with a sufficient workforce committed to this endeavor. The study suggests that the budget for monitoring and evaluation should be clearly specified within the project budget to acknowledge its crucial role in ensuring successful project execution

    Monitoring and Evaluation Practices and Performance of the National Government Constituencies Development Fund Projects in Kenya: A Case of Nyaribari Masaba Constituency

The application of monitoring and evaluation (M&E) techniques has improved stakeholder shared learning, boosted productivity, and developed capacity with the goal of implementing the learned lessons to change organizational policies and procedures. Establishing the impact of monitoring and evaluation procedures on the performance of NG-CDF projects in Kenya—as demonstrated by the Nyaribari Masaba Constituency—was the primary goal of the proposed study. The study sought to determine the effect of budgetary allocation, policy frameworks, stakeholder integration and technical capacity on performance of NG-CDF projects in Nyaribari Masaba Constituency. The study was guided by program theory, Project Success Theory, Results-based management (RBM) theory and Theory of Change. The study employed descriptive research design. The target population will be NG-CDF projects in Nyaribari Masaba Constituency and the respondents will be 2376 comprising of monitoring and evaluation teams from various organizations, CDF committee members, members of the public, elected leaders, government leaders and religious leaders. The researchers employed the stratified sampling method to ensure a representative sample, while the respondents were selected using the simple random sampling method. The sample size consisted of 342 respondents, and questionnaires were utilized to collect primary data. Additionally, a pilot study involved 34 respondents to test the study's procedures. The research concludes that there is sufficient funding available for the monitoring and evaluation of projects, as well as an ample number of human resources dedicated to this task. The existence of policy frameworks allows project managers to efficiently oversee and manage the progress of their projects, as well as the performance of their teams. By integrating stakeholders, clients are more likely to adopt projects that align with their needs, and engaging stakeholders enhances the transparency of project activities, ensuring that projects are held accountable for their actions. The project staff has undergone training to acquire the necessary skills for carrying out the monitoring and evaluation process. It is recommended by the study that the monitoring and evaluation budget be explicitly outlined in the project budget to recognize its vital importance in facilitating effective project implementation. Project managers must establish a structured policy framework outlining the project's components and the sequential steps required to attain the desired outcomes. Additionally, they should conduct a thorough stakeholder needs assessment to comprehend the interests, values, concerns, perspectives, and requirements of different stakeholder groups, while also evaluating the varying levels of influence and power each stakeholder holds. Furthermore, project managers should provide brief training sessions emphasizing efficient time management, task prioritization, project management, team leadership, and other essential skills.
