Abstract
Strategic plans are seen as a critical management factor leading to the success of the firms because they chart the path for the future. Implementing strategic plans is one of the methods that numerous learning institutions around the world have used to improve their service delivery efficiency and achieve desired outcomes. Technical Vocational Education and Training Institutions in Kenya have faced difficulties in implementing their policies, resulting in lower educational quality. Therefore, this study purposed to assess the influence of institutional management on implementation of strategic plans in TVET institutions in Wajir County, to determine the influence of availability of resources on strategic plan implementation in TVET institutions in Wajir County, to determine the influence of organizational structure on implementation of strategic plans in TVET institutions in Wajir County and to establish the influence of institutional strategic planning policies on implementation of strategic plans in TVET institutions in Wajir County. The study was anchored on the Resources Based View Theory. The target population was 85 comprising of 5 principals and 80 instructors in all the five (5) TVET institutions in Wajir County. The selection of the respondents was through purposive and simple random sampling. The sample size constituted of 25 respondents (5 principals and 20 instructors), which represent a 30% share of the target population. Data was collected from the respondents using a questionnaire and an interview schedule. Piloting was done in one of the TVET institutions to determine the validity and reliability of the research instruments. Content analysis was used to analyze the qualitative data, whereas quantitative data was analyzed using descriptive statistics, which included frequencies and percentages. Correlational analysis was done to establish if the independent variables had significant influence on the dependent variable. The study established a significant relationship between institutional management practices and implementation of strategic plans (p-value 0.000<0.05). In addition, the study established a strong and significant relationship between availability of resources and implementation of strategic plan (p-value=0.000<0.05). Further, the study established a significant relationship between organizational structure and implementation of strategic plans (p-value=0.002<0.05). Finally, the results indicated a strong and significant relationship between organizational policies and implementation of strategic plans (p-value=0.000<0.05). Based on the findings, the study concluded that institutional management practices, availability of resources, organizational structure and institutional policies had an influence on implementation of strategic plans. Therefore, the study recommended that the government through the Technical Vocational Education Authority (TVETA) should equip principals with relevant knowledge and skills on formulation and execution of strategies. This will enable all the principals to be decisive of strategic content and establish appropriate ways of enhancing strategic plans implementation in TVET institutions. In addition, the government should increase budgetary allocation for public TVET institutions in order to enhance their results, equip them with up-todate physical resources and technology for teaching and learning. This will ensure that trainees acquire high-quality and appropriate skills that are in line with labor market dynamics, which will link graduates to potential employers on the job market.
