Abstract
feeding programmes are primarily for enhancing learning outcomes in order to realize Kenya educational goals of free and compulsory basic education. The purpose of this research was to evaluate lunch programs management and their influence on learning outcomes in public day secondary schools in Mombasa and Kilifi Counties, Kenya. Most of the studies on school feeding programs' implications have been conducted in primary schools but not in secondary schools. This study therefore was to assess lunch programme management and their influence on learning outcomes in public day secondary schools in Mombasa and Kilifi Counties, Kenya. The research objectives were, assessing influence of financial management of lunch programme on learning outcomes, to determine influence of procurement procedures of lunch programme on learning outcomes, to examine influence of food safety management techniques on learning outcomes and to find out the influence of monitoring and evaluation procedures of school lunch programme on learning outcomes.The study tested four null hypotheses on relationship between lunch programme management techniques and learning outcomes in public day secondary schools in Mombasa and Kilifi Counties. The study adopted Human Capital theory. The study population consisted of all Counties’ 49 day secondary schools 940 teachers, 49 principals, 49 lunch coordinators and 18,847 students. Simple random sample and stratified random sampling were utilized in the research. The sample for each category of school was also drawn using simple random sampling.The sample size comprised 17 secondary schools, 17 principals, 17 lunch coordinators, 274 teachers and 377 students. This gave a total of six hundred and eighty five respondents from the two Counties. The mixed research approach used in the study was primarily the descriptive survey design, in which quantitative and qualitative data were collected simultaneously. Questionnaires and interview schedules were used for collecting data. Reliability of the research instruments was ascertained through internal consistency method using Cronbach technique which was 0.9. Validity of the data collection instruments was determined through expert judgment. Results were presented using counts, percentages, distribution frequency tables, bar graphs and pie- charts. The quantitative data analysis was performed using the means, standard deviations and chi-squares was used to test the null hypotheses. The thematically analysis of qualitative data was performed using content analysis. The study's major findings were that school lunch program management had a significant influence on realization of learning outcomes; there were malpractices in foodstuffs procurement, weaknesses in monitoring and evaluation of the lunch programme and unhygienic food storage which influenced learning outcomes negatively. Majority of schools had a food safety programme that enhanced attainment of learning outcomes. The study recommends MoEST and BOMs to put strategies that will enhance efficient management of lunch programmes in public day secondary schools.
