Despite the government efforts to promote growth of ECE in public pre-schools in Kenya, there exist inefficiencies in performance at local level particularly in Kisii County. The purpose of the study was to establish the internal efficiency and its effects on the growth of ECE’s in the public pre-schools in Kisii county , Kenya. The specific objectives include; to establish the teachers’ training on internal efficiency and its effects on the growth of ECE in public pre-schools in Kisii County, to determine the working environment on internal efficiency and its effects on the growth of ECE in public pre-schools in Kisii County, to establish the financial resources on internal efficiency and its effects on the growth of ECE in public pre-schools in Kisii County, to determine the management on internal efficiency and its effects on the growth of ECE in public pre-schools in Kisii County and to establish the teaching and learning resources on internal efficiency and its effects on the growth of ECE in public pre-schools in Kisii County. The study was guided by the Education Production Theory. The study adopted the descriptive research survey design. The target population was 263 headteachers, 283 teachers and 3 quality assurance and standards officers. The sample population comprised of selected pre-schools in the County only. From the selected Early Childhood Education centers, simple random sampling was used in selecting the 53 heads of Early Childhood Educaton centers, 57 Early Childhood Education teachers and 3 Quality Assurance and Standards Officers. Qualitative and quantitative data were collected through questionnaires and interview schedules. Quantitative data was analyzed using descriptive statistics while thematic and content analysis were applied in analyzing the qualitative data gathered. The research found out that the ECE teachers attended in-service training which was practical and improved their teaching. Majority of the ECE teachers were inadequately remunerated. The study revealed that the few available teaching and learning materias were mismanaged. Teaching and learning resources were inadequate and the working environment was not favourable. The researcher concluded that in Kisii County, various internal efficiency factors such management, financial resources, working environment, training and teaching and learning resources were significant and have a direct effect on growth of ECE in the county. The study recommends recruitment of more ECE teachers, deployment of resources and regular training of ECE teachers to enhance their competencies, skills and knowledge. The research may be of great help to various stakeholders including the county education ministry, policymakers, educational research as well as community members.en_US
