dc.description.abstract | Kenya’s new constitution advocates for equal distribution of both gender in leadership and management, in all the departments in the government. According to the constitution, not more than two-thirds of leaders or even employees should come from the same gender. The government has been making positive steps towards improving the status of women by promoting some of them to leadership positions. Despite all these, some women still have negative attitudes and feel they cannot compete with men in these positions because traditionally, men have been dominating these positions. This type of belief, that men are superior to women, has restricted most women from vying for senior positions. Because of these stereotypical attitudes, some women still do not apply for more lucrative fields of employment such as senior management positions. There is still gross underrepresentation of women in the leadership positions in the Ministry of Education in general. The situation in Mbita Sub County in Homa Bay County, is not even better. It is this situation that has prompted this study. The purpose of this study was to investigate the reasons why women are under-represented in leadership of public primary schools in Mbita Division, Mbita Sub-County in Homa Bay County. Its objectives were: to analyse the social cultural factors that hinder participation of women in leadership and management of primary education schools in Mbita division, Mbita Sub-County; to analyse the structural factors that hinder participation of women in leadership and management of primary education schools in Mbita division, Mbita Sub-County, and to establish the challenges that female Head teachers encounter which have led to under-representation of women in leadership of public primary schools in Mbita Division, Mbita Sub-County. The study adopted descriptive survey research design because it involved collecting data in order to answer questions that were raised and possible solutions to constraints. The design also helped gather facts and precise information concerning the current situation. The study was guided conflict theory which holds that gender roles are a reflection of male dominance through their control of economic and political sphere of the society. The subjects of the study were the Head teachers, Deputy Head teachers, Assistant teachers and the MOE and TSC officials in the Sub-County. The sample was randomly selected from a population of 59 schools within Mbita Division. A total of 47 schools were used in the study. A pilot study was conducted in two schools in the Division to determine the validity and the reliability of the research instruments. Questionnaire was the main tool used to collect data. Data was subjected to both quantitative and qualitative analysis. Qualitative data was analyzed in narrative form while quantitative data was analyzed using descriptive statistics. Statistical Package for Social Science (SPSS) was used to analyze data. The study revealed that most of the social-cultural factors like societal beliefs, norms and practices; and some structural factors like discriminatory appointments, fear of being transferred to far schools among others do bare female from aspiring to be administrators. The study concluded that equal representation can only succeed in education sector if women are positive and believe in themselves. Therefore, it was recommended among others, that women should change their attitudes and be fully ready to take up the responsibilities of leading schools despite of all the challenges that they encounter. | en_US |
