Abstract
Reason for concern on the role effectiveness of the BOGs and PTAs is the various reports
on poor performance of schools, school strikes, and general indiscipline among students
and staff, misappropriation of school funds and general poor management of school
affairs. How then can BOGs and PTAs are effectively involved in the management of
public secondary schools in order to mitigate the shortcomings currently identified in the
management of public secondary schools. The purpose of this study was to assess the role
effectiveness of BOGs and PTAs in the management of public secondary schools in
Thika/Ruiru Division - Thika District and the functional relationship between the two.
Objectives of the study were to determine the role effectiveness of the board of governors
and parents teachers association in management of public secondary schools as well as to
determine the challenges faced by BOG and PTA in the management of public secondary
schools and suggest possible strategies that can be adopted by BOG and PTA for
effective management of public secondary schools in Thika - Ruiru Division.
The study adopted the descriptive research design. Stratified random sampling provided
the sampling frame that enabled the researcher select a sample size of nine (50%) out of
the targeted 18 schools, besides the two for pre-testing the instruments. The sample
consisted of nine principals, nine BOG chairmen and nine PTA chairmen and one DEO
such that the total sampling matrix yielded 28 respondents. Self-compilation
questionnaires for principals, BOG, PTA chairman and DEO Thika were used to collect
data. Data were analyzed using percentages and the analyzed data were presented using
frequency tables, graphs and charts accompanied by appropriate descriptions or
explanations.' The findings of the study were that majority of BOGs and PTAs were not
effective in the performance of their roles due to various challenges that they
encountered. To counter these challenges, the study suggested various recommendations
which if implemented could improve the role effectiveness of BOGs "and PTAs. These
are: training, provision of more funds to schools, motivation of the BOG and PTA
members as well as enhancing the relationship between BOG and PTA members.
