(IOSR Journal of Business and Management, 2020) Sandeep, Dhanjal; Ngugi, Lucy
Background: Government projects in different countries often underperform in terms of cost, time and quality of their deliverables. In the case of Kenya Power’s Last Mile Connectivity project, the situation is not different. While the aim of the project was to increase accessibility to electricity among rural Kenyans by 2020, quite a high population in the rural areas still are still not connected to the national grid. The fundamental question therefore, which calls for research, is what project risks have been affecting the performance of the Last Mile Connectivity project in the different parts of the country? However, empirical studies that have been conducted on project management practises and project implementation lacks sufficient insights pertaining to the project risks involved in the LMC project and their effect on the project performance particularly in Murang’a County. Thus, there is inadequate empirical insight to inform any intervention to enhance the performance of the project. To address these empirical inadequacies, this research assessed project risks and performance of Last Mile Connectivity project in Murang’a County. Methodology: The study used descriptive research design. Positivism research philosophy was applied. The target population for the study involved all the 62 key personnel responsible for implementation of Last Mile Connectivity Project in Kiharu Constituency, Murang’a County from whom data was collected using semistructured questionnaire. The data was analyzed through descriptive and inferential statistics analysis. Results: Majority of the respondents agreed that political risks, environmental risks, socio-cultural risks and inflationary risks existed in the implementation of the LMC project in Kiharu constituency. Political risks and socio-cultural risks were found to have a significant negative effect on project performance while environmental risks and inflationary risks had insignificant effect on the project performance.

Evaluation Capacity Building and Evaluation Independence among Public Benefit Organizations in Homa Bay County, Kenya
(African Journal of Emerging Issues, 2020) Olal, Fredrick; Ngugi, Lucy
Purpose of the study: This study aimed at determining the effect of evaluation capacity building (ECB) on evaluation independence among Public Benefit Organizations (PBOs) in Homa Bay County as a quest to find solution to lack of evaluation independence. Statement of the problem: Most internal evaluations in organizations are assumed to be independent and devoid of influence. Literature however reveals cases of evaluators being confronted by stakeholders to alter or misrepresent their evaluation findings. A study by Pleger, Sager, Morris, Meyer and Stockman (2017) comparing findings from USA, UK, Germany and Switzerland found that even in these developed countries, evaluators are confronted with attempts to modify their findings. Kenya being a developing country is not left out. HomaBay County for instance has recorded weak M&E structures and political interferences in its projects (Homa Bay CIDP, 2013-2017). In view of these, Independence of evaluations is at stake. The fear is that unless a solution is found, interferences are likely to continue hence threaten the credibility of evaluations. Since projects in HIV and poverty eradication that PBOs in HomaBay mostly deal with have wide implications and draws interests of vast number of stakeholders, it is critical that they observe evaluation independence. The study was also pegged on the fact that the state of evaluation independence in these PBOs is unclear and remains undocumented. Study Methodology: A descriptive research design was adopted for the study. The target population comprised 39 PBOs in Homa Bay County. Data was collected using semi structured questionnaires from all the 51 M&E staff working in these PBOs who served as respondents. Results of the study: The findings indicated that Homa Bay County PBOs are committed to building evaluation capacity and that their evaluations are moderately independent. ECB aspects including M&E financing, stakeholder participation and evaluation environment were found to positively and significantly affect evaluation independence. Staff development however showed no significant influence on evaluation independence at 0.5 significance level. Conclusion: ECB positively and significantly affect evaluation independence thus attest to be a promising solution to lack of evaluation independence. Recommendations: The study recommended that PBOs invests more in ECB to guarantee evaluation independence as a prerequisite for credible evaluations.

Integrated Financial Management Information System and Its Influence on Public Procurement Performance in Kiambu County Government, Kenya
(International Journal of Social Sciences and Information Technology, 2017-11) Mwangi, George Mugwe; Ngugi, Lucy
The Kenyan government has realized the importance of procurement planning in all public procurement, with all procurement activities being within the approved budgets of the procuring entity, through an annual procurement plan, and all procurements undertaken by an entity to be within the threshold set in the regulations. Procurement should also be handled by different offices in respect to initiation of procurement, processing and receipt of goods and services. There have been numerous attempts to reform and regulate Public Procurement, and this has seen the emergence of legislation such as the Public Procurement and Disposal Act of 2005, which was later revised in 2009 to set up the necessary procedures for acquisition as well as the disposal of unserviceable, obsolete and surplus equipment by government institutions. Study findings concluded that IFMIS had a significant relationship with public procurement performance, a significant relationship was also established between IFMIS control systems and public procurement performance, further it was also confirmed that online tendering had a significant relationship with public procurement performance, a conclusion was also reached that automated planning had a significant relationship with public procurement performance, and lastly it was found out that automated supplier engagement had a significant relationship with public procurement performance. The study concluded that IFMIS has influence on public procurement performance in Kiambu county government. Changing either IFMIS control systems, online tendering, automated planning and automated supplier engagement would significantly affect public procurement performance. This study recommends that county governments should put policies flexible enough to handle technological changes. Policies to strengthen the IFMIS platform should be put in place to ensure the systems control mechanisms are safeguarded.

Moderating Effect of Enterprise Environmental Factors on the Relationship Between Project Management Practices and Sustainability of Food Security Projects in Arid Lands, Kenya
(rsisinternational, 2022-06-10) Nyaga, Juster Gatumi; Ngugi, Lucy; Kinot, Franklin
Although inclination with execution related to food projects in many regions has displayed substantial improvements, the tendency with sustainability is relatively unsatisfactory, as less projects shows continuity. Government has put measures by creating partnership to implement food security projects towards improving food access and security among communities in arid lands. However, some projects remain partially operational after the withdrawal of the main donor while others become defunct and variations from one county to another is noticeable. The difference in the levels of sustainability had been hypothesized to be attributed to enterprise environmental factors (EFFs). This study thus sought to examine the moderating effect of EEFs on the relationship between project management practices and the sustainability of food security projects in arid lands in Kenya. The study is anchored on contingency theory. Positivist philosophy is deemed appropriate for this study. Explanatory research design was adopted. The study targeted 413 food security projects implemented between the year 2014 and 2017 and within eight Counties in arid lands in Kenya with a sample of 203 food security projects. The respondents were 243, consisting of project group leaders, UN agencies representative and County government representatives. Stratified random sampling was used to obtain proportionate (obtained suing Slovin’s Formula) samples from each of the eight Counties. Primary data was collected using self-administered questionnaire. Characteristics of the data was explained using means and standard deviation. Various diagnostic tests were carried out after which step-wise regression was applied to test the moderating effects. The results indicated that EEFs moderated the relationship between the project management practices and sustainability of food security projects. The study recommends that project leaders embrace various EEFs such as policies to improve the effects of project management practices on the performance of the food security projects.

Project Leadership and Sustainability of Food Security Projects in Arid Lands, Kenya
(Research Journals, 2022-06) Nyaga, Juster Gatumi; Ngugi, Lucy; Kinoti, Franklin
Despite the staggering economic, social, and ecological costs of meeting food demand, most food security efforts performed through implementation of various food security projects so far have failed to include sustainability considerations. Although inclination with execution related to food projects in many regions has displayed substantial improvements, the tendency with sustainability is relatively unsatisfactory, as less projects shows continuity. Upon realizing their importance, Counties have put measures by creating partnership to implement food security projects towards improving food access in low-income communities. However, their sustainability has been a challenge in the sense that some projects remain partially operational after the withdrawal of the main donor while others become defunct. This study sought to examine the influence of project leadership on the sustainability of food security projects in arid lands in Kenya. The study is anchored on project management competency theory. Positivist philosophy is deemed appropriate for this study. Descriptive and explanatory research designs were used. The study recommends to the county government of Kisumu in conjunction with the national government to take keen interests in monitoring the whole process of project management to completion. The government in conjunction with the county government needs to set clear policies governing the management and accountability of Constituency Development Fund, which should be directed towards serving the citizens rather than being utilized for self-interests. The study also advises constant and periodic improvement of the human resource through the induction and training process for the improvement of the quality of delivery of services. The study also highly supports the aspect of transparency in the utilization of project funds since most of them are utilized trough self-interests of the managers. This could be done by over budgeting the projects in order to include their personal expenditures within the fund. To ensure accountability there is need to ensure transparency of information across all stakeholders.
