Item E-procurement practices and organizational performance: a case of Kiambu County Government Kenya(IOSR JOURNALS, 2024-05-31) Obiero, Reuben; Ngugi, LucyBusinesses are increasingly using eprocurement around the world, thanks to technological advancements. The eprocurement is critical to attaining organizational objectives. However, the county governments have significant challenges in adopting e-procurement processes in their operational. Clearly, the benefits of implementing important eprocurement processes are not visible in a regressive government climate. Companies who employ e-procurement in their procurement operations, typically experience benefits such as cost reductions, data exchange, and simpler procurement processes. This survey aimed to explore the effect of e-procurement practices on the performance of Kiambu County Government. The study objectives include; to assess the influence of e-auction, e-tendering, e-ordering and e-invoicing on the performance of Kiambu County Government. The study anchored by Auction Theory, Resource Based View (RBV) Theory and Technology Acceptance Model. The study utilized a descriptive survey research design. The survey targeted 216 staffs drawn from procurement department and finance department working at Kiambu County Government. Stratified random sampling technique was utilized to choose 65 participants. The data was gathered through questionnaires. The collected data were examined using SPSS v.26, Statistical Package for the Social Sciences. To present the examined data, frequency tables, means, and standard deviations were used. The findings of the study revealed that E-auction improves efficiency in procurement process which involves the savings of time for sellers and buyers. E-tendering results to a shorter tender invitation procedure and resulted in more transparency in the tendering process. E-ordering enhances timely order acquisitions and delivery. E-invoicing reduces errors in payment and boost accountability and transparency. The findings revealed that e-auction, e-tendering, e-ordering and e-invoicing significantly affect the performance of County Government of Kiambu. The study concludes that e-auction, e-tendering, e-ordering and einvoicing positive significantly enhanced the performance of Kiambu County Government. Through e-auctions, governments save a lot of time and money while also giving suppliers a chance to expand into new markets. E-tendering significantly reduce costs while increasing the operation efficiency of public sector tendering. E-invoicing enhances performance by facilitating an organization's smooth operation. The study recommend that county government should improve accounting, recording, and reporting through appropriate invoicing mechanisms. Requisition, tendering, contract warding, and payment should all be included in the automated procurement process. Additionally, the county government should improve the delivery of public services by giving both the national and county governments timely, transparent, and accurate financial and accounting information. The county administration should use electronic ordering, especially for processing purchase orders electronicallyItem Effect of Project Risks on Performance of Kenya Power’s Last Mile Connectivity Project in Murang’a County, Kenya(IOSR Journal of Business and Management, 2020) Sandeep, Dhanjal; Ngugi, LucyBackground: Government projects in different countries often underperform in terms of cost, time and quality of their deliverables. In the case of Kenya Power’s Last Mile Connectivity project, the situation is not different. While the aim of the project was to increase accessibility to electricity among rural Kenyans by 2020, quite a high population in the rural areas still are still not connected to the national grid. The fundamental question therefore, which calls for research, is what project risks have been affecting the performance of the Last Mile Connectivity project in the different parts of the country? However, empirical studies that have been conducted on project management practises and project implementation lacks sufficient insights pertaining to the project risks involved in the LMC project and their effect on the project performance particularly in Murang’a County. Thus, there is inadequate empirical insight to inform any intervention to enhance the performance of the project. To address these empirical inadequacies, this research assessed project risks and performance of Last Mile Connectivity project in Murang’a County. Methodology: The study used descriptive research design. Positivism research philosophy was applied. The target population for the study involved all the 62 key personnel responsible for implementation of Last Mile Connectivity Project in Kiharu Constituency, Murang’a County from whom data was collected using semistructured questionnaire. The data was analyzed through descriptive and inferential statistics analysis. Results: Majority of the respondents agreed that political risks, environmental risks, socio-cultural risks and inflationary risks existed in the implementation of the LMC project in Kiharu constituency. Political risks and socio-cultural risks were found to have a significant negative effect on project performance while environmental risks and inflationary risks had insignificant effect on the project performance.Item Evaluation Capacity Building and Evaluation Independence among Public Benefit Organizations in Homa Bay County, Kenya(African Journal of Emerging Issues, 2020) Olal, Fredrick; Ngugi, LucyPurpose of the study: This study aimed at determining the effect of evaluation capacity building (ECB) on evaluation independence among Public Benefit Organizations (PBOs) in Homa Bay County as a quest to find solution to lack of evaluation independence. Statement of the problem: Most internal evaluations in organizations are assumed to be independent and devoid of influence. Literature however reveals cases of evaluators being confronted by stakeholders to alter or misrepresent their evaluation findings. A study by Pleger, Sager, Morris, Meyer and Stockman (2017) comparing findings from USA, UK, Germany and Switzerland found that even in these developed countries, evaluators are confronted with attempts to modify their findings. Kenya being a developing country is not left out. HomaBay County for instance has recorded weak M&E structures and political interferences in its projects (Homa Bay CIDP, 2013-2017). In view of these, Independence of evaluations is at stake. The fear is that unless a solution is found, interferences are likely to continue hence threaten the credibility of evaluations. Since projects in HIV and poverty eradication that PBOs in HomaBay mostly deal with have wide implications and draws interests of vast number of stakeholders, it is critical that they observe evaluation independence. The study was also pegged on the fact that the state of evaluation independence in these PBOs is unclear and remains undocumented. Study Methodology: A descriptive research design was adopted for the study. The target population comprised 39 PBOs in Homa Bay County. Data was collected using semi structured questionnaires from all the 51 M&E staff working in these PBOs who served as respondents. Results of the study: The findings indicated that Homa Bay County PBOs are committed to building evaluation capacity and that their evaluations are moderately independent. ECB aspects including M&E financing, stakeholder participation and evaluation environment were found to positively and significantly affect evaluation independence. Staff development however showed no significant influence on evaluation independence at 0.5 significance level. Conclusion: ECB positively and significantly affect evaluation independence thus attest to be a promising solution to lack of evaluation independence. Recommendations: The study recommended that PBOs invests more in ECB to guarantee evaluation independence as a prerequisite for credible evaluations.Item Influence of Monitoring and Evaluation Planning on Project Implementation by National Lands Commission in Nairobi City County, Kenya(International Journal of Social Science and Humanities Research., 2023-06-19) Mutsune, Silas Odindo; Ngugi, LucyA well-defined project strategy that will guide the implementation phase often precedes a project. However, changes often occur as the event progresses. The national lands commission projects continue to encounter major delays, cost overruns, and projects never went according to plan. In this regard, the study investigated the influence of monitoring and evaluation planning on project implementation by National Lands Commission in Nairobi City County, Kenya. The descriptive research design was employed in study methodology. 6 projects being implemented by the commission were targeted and 66 respondents among them 6 project managers and 60 project team members were the respondents. These respondents received structured questionnaires to gather data for the study. A total of 6 questionnaires were first piloted to ensure that met the required standard in collecting final data for the study. This was determined by subjecting the questionnaires for validity and reliability tests whereby three test for validity including; content validity, criterion validity and face validity were applied. Cronbach's alpha test was used to measure reliability. The study’s data was qualitative and quantitative and thematic method and descriptive statistics was used respectively in analysis data. The study used inferential statistics to see how the variables interact with each other. The data was presented in the form of tables and figures. The regression analysis results indicated that M&E planning, had a positive significant influence on project implementation. The study concluded that M&E planning helps in making decisions with clear objectives in mind and helps you concentrate on results that matter, while M&E allows you to learn from past successes and failures as well as lessons learned during project execution. The study recommended that project managers should define project objectives by defining the project's purpose, the process to follow and how stakeholders will be informed that the project is accomplishing its purpose.Item The Influence of Project Planning and Implementation on the Performance of Agricultural Projects by Community Based Organizations in Bungoma County, Kenya(International Knowledge Sharing Platform, 2018) Nalianya, Remmy Simiyu; Ngugi, Lucy; Minja, DavidKenya’s economy is heavily dependent on agriculture. As such, the agricultural sector provides the basis for the development of other sectors. However, the performance of many agricultural projects in Kenya is still wanting. Some projects have stalled while others get completed but with low returns. Therefore, the study sought to establish the influence of project management practices on the performance of agricultural projects by community based Organizations in Bungoma County in western Kenya. Based on the study, this paper discusses the findings on the influence of project planning and implementation on the performance of agricultural projects in Bungoma County. The study used descriptive and explanatory research designs. It targeted 138 community project groups carried out by CBOs registered in Bungoma County. The study used stratified sampling to select 61 project groups from the target population. Primary data was collected using a self-administered questionnaire. Interviews were also conducted with 15 field officers. Descriptive statistics were computed to describe the characteristics of the variables whereas inferential statistics in form of simple and multiple regression were used to establish the nature and magnitude of the relationships between variables. Data was analysed using SPSS version 22. Qualitative data was analysed through content analysis. On simple regression, project planning and project implementation were found to influence agricultural project performance. Therefore, the study recommended that, in order to have the desired project performance, the sponsors should ensure more extension services and expose the farmers to more effective projects for benchmarking.Item Influence of Stakeholder Involvement on the Performance of Swm Projects in Kator Block, Juba, South Sudan(International Journal of Management and Commerce Innovations, 2024-03-20) Buay, Deng Chuol; Ngugi, LucyPerformance of solid waste management projects in Juba City remains a challenge and becomes an issue in developmental projects mainly in environment due to lack of policy framework, governance, insecurity including inefficient utilization resources, schedule delays in completing activities and achieving milestone in South Sudan. Juba, the capital, environmental pollution is now a serious issue in the city, which makes the citizens’ lives less sanitary and sometimes unsafe. As a result, the Juba City Council must create a strategy to enhance the effectiveness of the solid waste management initiatives inside each Block. Therefore, this study sought to investigate the influence of stakeholder involvement on performance of SWM projects in Kator Block, Juba, South Sudan. A descriptive survey research design was used in the study. The study focused on three active solid waste management initiatives and used 200 respondents as a sample. Primary data for the study were gathered via a semi-structured questionnaire. For this study, data in both quantitative and qualitative forms were gathered. Quantitative data was analyzed and presented in tables, charts, and graphs using descriptive statistics like mean and standard deviation. Using multiple regression analysis and correlation analysis, two forms of inferential statistics, the study examined the relationship between the dependent and independent variables. These were made with the Statistical Package for Social Sciences (SPSS) version 26.0. The results of the study showed that the performance of SWM projects in Kator Block, Juba, South Sudan, was positively significantly impacted by stakeholder involvement. The study comes to the conclusion that stakeholders are an integral part of every business and project, and that their participation and contribution ensures any project's success. The study recommends that it is crucial for all stakeholders to fully understand the goals and processes of a project in order to guarantee its success.
