    Effect of Resource Planning on Performance of Road Projects Funded by Bomet County Government, Kenya

    The integration of economic development needs with the enhancement of residents' quality of life is essential and can be achieved through infrastructure initiatives, particularly in road construction. In Bomet County, a significant portion of the population experiences insufficient access to roadways. Commonly identified issues affecting the road sector's performance in Bomet County include mismanagement of funds, project delays, and subpar service delivery to road users, despite the substantial financial resources provided by the government in its various budgets. This study employed a descriptive research methodology. The target population consisted of 203 employees, which included five county officials from the County Roads, Public Works, and Transport Department, fifty-two project managers, and fourteen members of the project management committee. A total of 52 projects were utilized to randomly select 112 respondents through stratified sampling. This group comprised project managers, project management committee members, and county officials from the Department of Roads, Public Works, and Transportation. Primary data was collected using questionnaires designed in a semi-structured format. The research yielded both qualitative and quantitative findings. The validity and reliability of the research instrument were evaluated through pilot testing. Descriptive statistics were applied to analyze the quantitative data, which was encoded and entered into SPSS (Version 24), while the qualitative data were examined thematically. Additionally, a regression analysis was performed to determine the correlation between the dependent variable and the independent variables. The results are presented through tables, charts, and graphs. Various ethical considerations were meticulously assessed throughout the experiment to ensure the reliability of the results. The correlation analysis indicated a robust and statistically significant positive relationship (r=0.650, p=0.000) between resource planning and the success of road projects. The study recommends that Bomet County Government should make sure that the roads projects in the County have the funding the funding complete them. The county administration should use rigorous resource management procedures to guarantee the effective execution of road development projects.

    Resource Management Practices and Performance of Road Construction Projects Funded by the County Government of Bomet, Kenya

    Infrastructure initiatives, particularly road construction, are essential for stimulating economic development and enhancing community living conditions. In Bomet County, Kenya, inadequate access to excellent roads is a major impediment to growth, notwithstanding considerable government investment in road infrastructure throughout consecutive financial budgets. Issues like financial mismanagement, project execution delays, and inadequate service delivery persistently hinder the efficacy of the road sector. This study rigorously analyzed road building initiatives funded by the Bomet County government to evaluate the impact of resource management practices on project performance. The research examined essential aspects of resource management, such as planning, scheduling, allocation, and monitoring, and their influence on project results. Based on the Theory of Constraints and the Resource-Based View, the study employed a descriptive research approach to deliver a detailed analysis. The target population comprised 203 stakeholders, including officials from the Department of Roads, Public Works, and Transport, project managers, and members of project management committees supervising 52 county-funded road projects. A representative sample of 112 respondents was collected using a stratified random sampling procedure. Data collection was performed using semi-structured questionnaires, which gathered both quantitative and qualitative information. The validity and reliability of the instrument were confirmed by meticulous pilot testing. Quantitative data were evaluated by descriptive and inferential statistical methods utilizing SPSS (Version 24), and qualitative data underwent theme analysis. Regression analysis examined the correlations between the dependent variable (project performance) and the independent variables (resource planning, scheduling, allocation, and monitoring). Results were visually presented using tables, charts, and graphs to enhance interpretability. The results indicated substantial and robust positive connections between resource management strategies and project success. Resource planning (r = 0.650, p < 0.001), scheduling (r = 0.710, p < 0.001), allocation (r = 0.771, p < 0.001), and monitoring (r = 0.771, p < 0.001) were recognized as essential determinants of project success. The study determined that good resource management techniques are essential for enhancing the efficiency and efficacy of road building projects in Bomet County. Based on these results, the research advises the county government to establish comprehensive and systematic resource management frameworks to address current inefficiencies and improve project outcomes. Furthermore, subsequent research should broaden these studies to other counties to yield comparative insights and assess the wider applicability of these tactics across varied infrastructural and socio-economic conditions.
