Abstract
The study was to stablish the factors influencing effective utilization of donor funds
by UNHCR funded projects in Dadaab. This study was guided by the following
specific objectives: to investigate how financial management has affected the
utilization of UNHCR funded projects in Dadaab, to explore how the environment of
operations of NGOs in Dadaab affected utilization of funds for UNHCR funded
projects and to find out if the purpose of NGOs in Dadaab implementing UNHCR
funded projects affects the effective utilization of donor funds. This study adopted a
descriptive survey research design of Dadaab Refugee Camp Kenya. Descriptive
survey examines a situation as it is and yield quantitative information that can be
summarized through statistical analyses. The target population was all connected
stakeholders in Dadaab Refugee Camp. In total there were tom type of stakeholders.
The study was carried out in Dadaab Main Offices and Shopping centre, Hagadera,
Ifo, Kambioos and Dagahaley Refugee Camps. The sample of respondents was
determined using stratified sampling which relies on mere chance to determine who
would be selected in the sample and called for random selection in the inclusion of the
cases into the sample. A total of 200 people out of a sample frame of 667 UNHCR
Dadaab employees, NGOs employees, Host Community Representatives and Refugee
Organized Groups targeted were selected. This represents 30% of the total sample.
Methods of data collection that were used involved both primary and secondary data.
Primary data was collected from questionnaires distributed to the UNHCR Dadaab
employees, NGOs Employees, Host Community Represents and Refugee organized
groups.The secondary data was obtained from the UNHRC and NGOs records. The
data analysis included both qualitative and quantitative techniques. The qualitative
data was summarized and categorized according to common themes and presented
using frequency distribution tables. The data was analyzed using Statistical Package
for the Social Science (SPSS) to generate frequency distributions and percentages to
assist the researcher in answering the research questions. The data was summarized
by use of descriptive statistics of the mean and standard deviation. Descriptive
statistics aimed to summarize the data set while inferential statistics including
correlation and factor analysis used the data collected to make conclusions on the
whole population under study. The findings of the study established that there is a
relationship between utilization of donor funds and the three key factors identified in
the objectives;financial management, enviroment operations and the purpose ot the
NGOs. The study recommends that UNHCR and the NGOs work together to ensure
improvements that will make the three factors favourable to effective utilization of
donor funding by the NGOs working in Dadaab.
