Abstract
This study provides empirical evidence on the effect of project monitoring on the implementation of economic stimulus package projects targeting the education sector. The ESP was initiated in 2009 and has witnessed several projects implemented with an aim of enhancing the quality of infrastructure supporting delivery of education. For the period of its existence, there has been no empirical attempt to assess the level of implementation and the impact achieved on the ground. This study therefore, aimed at assessing the effect of
project monitoring on implementation of ESP projects in education sector focusing on public Secondary School within Nairobi County in Kenya. Descriptive research design was
used. The target population was 360 stakeholders consisting of all Principals/HTs and members of the BOG, SICs and DICTs. Disproportionate sampling technique was used in
the selection of sample size of 62. The main instrument for data collection was a self- administered questionnaire. Both quantitative and qualitative data was collected. The
quantitative data was analyzed using both descriptive and inferential statistics, specifically, regression analysis which was used to model the relationship between the predictor and the response variable. Qualitative data was analyzed using thematic analysis. The study revealed that there were delays in disbursement of funds which led to delays in
implementation of the ESP projects; time and funds allocated for tracking progress of the projects was insufficient and most of the personnel involved in project monitoring did not
match technical skills required for project monitoring. Further, the findings revealed that all factors had an effect on project monitoring on implementation of ESP projects. The study recommends that project management of education sector in Kenya should make increased utilization of project monitoring as a tool for effective project management through aspects of skills development, prompt disbursement of funds and frequent use of appropriate indicators. The study suggests further research in area of factors affecting or challenges facing implementation of ESP in Education sector within Nairobi Country.
