Abstract
The study therefore aimed at identifying the challenges encountered in implementing FPE. The study was carried out in Tran-Nzoia west District. The challenges identified are in relation to staffing, physical facilities, pupil enrollment, finances and the possible strategies to be put in place to solve the challenges. The research involved descriptive survey where the target population involved 88 public primary schools with a sample of 27 schools selected using purposive sampling, 27 heads, 10% of standard 8 pupils in every sampled school took part and three Area Education Officers. The data collecting instruments were questionnaires and observation schedules. Analysis of data was done through frequencies, averages, tables and figures. Presentation was done using Statistical Package for Social Sciences (SPSS). The findings from the study included understaffing in primary schools, inadequate physical facilities, over enrolment. The study also suggested possible strategies which include hiring enough teaching staff, provision of adequate physical facilities renovating existing facilities. This will make the school environment conducive for learning. In conclusion primary schools in Trans- Nzoia West District have not succeeded in controlling challenges affecting Free Primary Education FPE due to factors mentioned earlier. The finding of this study is anticipated to be used in improving policy formulation pertaining free primary education in Kenya's public primary schools.
