Abstract
Many county governments in Kenya have implemented technology in their operations to help in day to day running of their counties. As an increasing number of counties invest in Information Systems, there is need to understand the effect of Information Systems implementation on individual job performance. The need for understanding the effect of IS on user performance has not yet received adequate attention. Majority of past researches have focused on identifying the determinants of computer acceptance, making it inadequate to determine the impact of different types of IS on user performance. This study sought to establish the effect of IS implementation on user performance in the county government of Machakos, Kenya. The research specific objectives were; determining the effect of System Quality, Information Quality, User Characteristics and Task Technology Fit on Machakos County headquarter offices employees’ performance. The models that were used to provide a foundation for the study were: ‘Technology Acceptance Model, Task-Technology Fit, Unified Theory of Acceptance and use of Technology and Delone & McLean IS success model’. This study made use of descriptive designs as well explanatory study designs. The population target of the study involved 464 employees from Machakos county government headquarter offices. A sample of 215 respondents were selected from the population. In addition, the research made use of primary data that was gathered using open and closed ended questions in a research questionnaire. The questionnaires were pretested to enhance pilot testing that enabled refining of questions before being administered to the sample respondents. Using the internal consistency method, the reliability of the data was tested through Cronbach’s Alpha coefficient. Data validity was tested using content validation in line with construct validity. Expert opinion was sought in the field of study in content validation, while construct va1idity was tested through a critical review of the theoritica1 and empirical 1iterature. Data collected was analyzed using the SPSS software. Data was analyzed through inferential and descriptive analysis where descriptive analysis was carried out using mean, frequency distributions and percentage while inferential analysis was carried out using correlation and regression through a multiple regression model. Presentation of data was done using figures and tables. It was established that IS implementation had a positive effect on user performance which in return impacts the organizational performance. The study revealed that, IS ability is to provide high quality information, which reduces errors and resolve performance problems when they occur. The study concluded that IS is a major factor influencing user performance in Machakos county government, Kenya and that there was a positive relationship between independent variables and dependent variable. Therefore, this study recommends that county governments should invest heavily on IS as this will improve their employee’s performance and in return improve the performance of the county governments in terms of service delivery to the citizens.
