In selecting aspirants, concerns arise about whether the eligibility criteria will produce the desired goals of the Government. One of the main problems in the recruitment and promotion systems of modern civil service both in Kenya and India is laying down proper qualifications/eligibility to suit the needs of the diverse tasks of administration.
