Increasing competition in most industries has made it difficult for some organizations to compete. Modern and cheaper transportation and communication have led to increased global trade and awareness. Technological development has led to accelerated changes in the global economy (Dobson, Starkey and Richard, 2004). Regardless of the reason, the first two decades have seen a surge in interest in strategic management. Local authorities are very important facets of development worldwide. Most of the authorities are faced with a myriad of challenges mostly in the area of strategic management. The purpose of this study was to find out the challenges facing implementation of strategies in local authorities in Kenya with a focus on Kisii municipal council. The study applied descriptive case study research design. Stratified and simple random sampling procedure was also used to sample the population under study. Both primary and secondary data was utilized in the study process. In the primary category of data collection, a sample size of 90 respondents was selected. The units of analysis were councilors, local development officials, and the treasury and HR department of Kisii Municipal Council. Data analysis was qualitative and quantitative. Qualitative data was analyzed using content analysis and quantitative data was analyzed using descriptive statistics such as mean and standard deviation. Finally, the analyzed data was presented in the form of tables, bar charts and pie charts. Research findings will enable all stakeholders in local authorities to identify the challenges facing implementation of strategies in the authorities and make the necessary changes. The findings of the study depicted that the rewarding policy in the local authority is not beneficial to the workers. The culture of the local authority is also a problem to the implementation of the strategies. Majority of the workers also complained about the leadership in the council. They do not have confidence with the management. The resources in the local authority are also a factor to consider since the respondents highlighted the problem of resource availability. Policies and procedures are not favourable for the implementation of the strategies.
