This global policy adopted at the Dakar Conference in Senegal in the year 2000 was signed by 189 world leaders in which Kenya was represented. The Universal Primary Education then became one of the eight Millenium Development Goals (MDGs) set by these leaders. The Universal Primary Education global policy of the year 2000 proposed that by the year 2015 children of school going age should have free, affordance and accessible education in the world. This paper explores how UPE has been implemented in Kenya given that we are now in the year 2015.
