The researcher investigated issues concerning recruitment and selection, personnel problems, services to users, staff turnover, motivation, staff training and development, management style, communication, deployment and performance assessment which formed the main framework in which the research was conducted. This was in an effort to weigh each aspect in ways in which it contributed to staff attitude and motivation in public libraries. The study revealed that staff attitude and motivation in public libraries were low and something urgent needed to be done to rectify this situation.
