This study was premised on the fact that there were intense complaints about unethical behaviours among local government administrators in the district. The unethical behaviours abound in spite of several moral virtues that were emphasised by various laws to make local government. Administrators who participated in the study were selected through stratified sampling. Several methods were used to collect data: self-administered questionnaires; interviews; review of primary documents and secondary literature. Findings revealed that moral virtues had a moderately positive significant relationship {r(226)=.532,p<0.01} with ethical performance.
