Abstract
In policy development, most practitioners agree that depending on how well the policies are implemented they are a catalyst for growth. Most practitioners never anticipated challenges associated with policy implementation which led to unsuccessful policy formulation and implementation in the education sector. Education is crucial towards the growth of an individual in almost all areas, and a combination of individual growth is what leads to economic growth and development being achieved in a country. This study established what role the United States Agency for International Development (USAID) played in implementation of education policy within Kenya. Key objectives from the study included the level of USAID’s stakeholder’s involvement in implementation of education policy, to explore why USAID is a key partner in implementation of education policies and to establish advantages of USAID involvement in Kenya’s education policy implementation. The study made use of descriptive research design in which data was obtained systematically from the respondents. Qualitative and quantitative data collection techniques were adopted where a total of 120 questionnaires were employed as the main method of collecting qualitative data. These respondents were drawn from the staff working at the USAID headquarters in Gigiri and the implementing partners working on policy issues in Kenya within the study period. Most of the quantitative data was obtained from previous studies conducted by various scholars such as Mutegi et al (2017). The study adopted purposive sampling to select respondents from USAID and implementing partners based on the researchers own judgment. To supplement data obtained through questionnaires, interviews in the form of focus discussion groups were used and it involved staffs who were present when they took place. The sample size was arrived upon from knowledge gained from reviewing previous scholarly studies which were similar more so the study by Mulinya & Orodho (2015). Approval to carry out the study was requested from Kenyatta University Graduate School. Ethical clearance to conduct the research was obtained from Kenyatta University Ethical Review Committee. The researcher applied for Permit to carry out the research from NACOSTI. Permission was obtained from the subjects who participated in the questionnaire before interview began. The researcher analyzed Quantitative data using SPSS software. Qualitative data was independently grouped and analyzed. Data was presented using tables, figures and charts. Some of the findings made in the study were, USAID plays a very important role in education policy implementation in Kenya and learners are the main beneficiaries. These findings enriched current knowledge of issues about policy implementation and partnership for better education sector in developing countries such as Kenya.
