Abstract
A well-defined project strategy that will guide the implementation phase often precedes a project. However, changes often occur as the event progresses. The national lands commission projects continue to encounter major delays, cost overruns, and projects never went according to plan. In this regard, the present study investigated the influence of monitoring and evaluation practices on the implementation of national lands commission projects in Nairobi City County, Kenya. The conceptualization of monitoring and evaluations practices was in terms of M&E planning, stakeholder involvement, staff capacity and budgetary allocation. The theories that were used in guiding the study were; institutional theory, stakeholder theory and realistic evaluation theory. The descriptive research design was employed in study methodology. 6 projects being implemented by the commission were targeted and 66 respondents among them 6 project managers and 60 project team members were the respondents. These respondents received structured questionnaires to gather data for the study. A total of 6 questionnaires were first piloted to ensure that met the required standard in collecting final data for the study. This was determined by subjecting the questionnaires for validity and reliability tests whereby three test for validity including; content validity, criterion validity and face validity were applied. Cronbach's alpha test was used to measure reliability. The study’s data was qualitative and quantitative and thematic method and descriptive statistics including mean and standard deviations were used respectively in analysis data. The study used inferential statistics to see how the variables interact with each other. The data was presented in the form of tables and figures. The regression analysis results indicated that M&E planning, stakeholder participation in M&E, M&E staff capacity and M&E budgetary allocation had a positive significant influence on project implementation. The study concluded that monitoring and planning makes it easier to make decisions with clear goals and targets, whereas monitoring and evaluation helps to learn from past achievements. Working alongside M&E partners offers valuable insights into project planning and execution, such as data collection, data analysis and decision-making. The M&E team has the capability to set a target to reduce dependency on external experts by providing knowledge, tools and solutions to deliver the project. This study recommended that the project manager should define the scope of the project, define the actions to be undertaken, and ensure that stakeholders know the project has accomplished its scope. Stakeholder needs assessments should be carried out by project managers and look at the strength and influence of different stakeholder groups on the subject matter to understand stakeholder interests, values, interests, concerns, opinions and needs. Managers should hold brief training sessions on time management, task prioritization, project management, team building, and others. Budgeting for monitoring and evaluation should be clearly defined across all project assets to agree on activities for monitoring and evaluation to make implementation easier.
