Abstract
Concerns have been raised about the level of effectiveness of the strategic plans implementation in public institutions. For strategic plans to be effectively implemented there is need to adopt an integrative and multifaceted approach. This involves the adoption of Information Communication Technology to support institutional strategic-plans implementation. Information technology is conceived as the collection of the entire systems, architecture, resources and infrastructure that facilitate communication and transmission of information. In Kenya, many organizations have adopted diverse forms of information systems to facilitate institutional management and strategic plan implementation. Consequently, studies have examined the perceived role of Information Communication Technology in organizations but most of these studies have not addressed this phenomenon in the context of the county governments particularly in Baringo County. The major objective of the study was to investigate the influence of Information Communication Technology on strategic plans implementation in Baringo County. The specific objectives of the study were to determine the influence of Information Communication Technology human capability, systems planning, infrastructure flexibility and resource availability on the strategic plans implementation in Baringo County. The study was guided by the human capital theory, the McKinsey’s 7s theory, Chandler’s Strategy-Structure theory and the Resource-Based View Theory. The study was based on the descriptive survey design and targeted government official which included the chief executive officers (10), members of county assembly (45), chief officers (15), heads of departments (21) and experts (23) in the department of Information Communication Technology in Baringo County. A census sample was taken for 114 study participants. The1questionnaire which was1adopted to collect1data was validated by the1supervisor and through1a pilot study it was determined1that its Cronbach’s alpha reliability1coefficient was1above 0.7 making it reliable. Descriptive1statistics which1included means, frequencies, 1percentages and standard-deviation1and the inferential1statistics which included1Pearson’s correlation1and multiple regression1analysis were employed1in data analysis. The analysis was supported by the Statistical Packages for Social Sciences. Frequency tables and figures were used to represent data. The results revealed that 51.9% of the variance in the strategic plans implementation in Baringo County was influenced by Information Communication Technology human capability while 42.1% was influenced by Information Communication Technology systems planning. Also 42.3% of the variance in strategic plans implementation was contributed by Information Communication1Technology infrastructure1flexibility while 23.7% was influenced by Information1Communication Technology1resources. The study concluded that for the county government of Baringo to implement its strategic plans it must develop its Information Communication Technology human capability by investing in Information Communication Technology infrastructure and aligning the existing Information Communication Technology infrastructure to the county’s long-term goals of service provision and overall operational strategy. The study recommends that Baringo County should ensure that the employees are adequately equipped to use Information Communication Technology infrastructure. Flexible Information Communication Technology infrastructure should be procured to facilitate the implementation of strategic plans.
