Analysis of Factors Influencing Implementation of Local Authority Service Delivery Action Plan Projects in Embu Municipality

The study was undertaken to analyze factors influencing the implementation of Local Authority Service Delivery Action Plan (LASDAP) projects. The objective of the study is to document the stakeholder involvement in the LASDAP process, establish whether the LA allocates adequate funds for financing implementation of approved projects and determine if project planning and organisatin are practised by the LA. The study was motivated by concerns raised by stakeholders on the level of participation in the LASDAP process and the allocation and utilizatilisation of the local authority funds for implementing LASDAP projects. Stratified sampling technique was be applied to determine the sample while simple random sampling was applied to to select the respondents. Data was collected from both primary and secondary sources. Primary data was be collected through a descriptive survey. Structured questionnaires were used to gather primary data from the respondents while secondary data was obtained from review of relevant literature. The collected data was edited, coded and analyzed using the Statistical Package for Social Sciences to create tables, pie charts, percentages, frequencies and graphs which were used to draw conclusions, and recommendations were made based on the findings. The study established that the stakeholder participation in the implementation of LASDAP projects in local authorities was low. According to the majority of the stakeholders, LASDAP projects were not regularly monitored by them. More respondents reported that they were not involved in the prioritization of the projects. Additionally, most respondents found the budgetary allocation for these projects was not adequate.
