Even with the inauguration of the New Constitution which stipulates education as a fundamental basic right in Kenya, wastage is still common in public secondary schools. Such wastage acts as a great impediment to attainment of basic education despite efforts by the Kenyan government efforts to promote access, retention and equity to all citizens. Statistically, less than 70% of students admitted in secondary schools end up completing the course, hence underscoring the high rate of wastage in such institutions. A report by EMIS revealed that the drop-out rate in Nyanza (Kisumu West District in particular) is below the national average, hence the concern. The purpose of the study is to determiner the effectiveness of the Tuition fee waiver in reducing educational wastage in day secondary schools in Kisumu West District. Specific objectives of the study will be to; analyze the dropout trend before and after the inception of Tuition fee waiver in day schools in Kisumu West District, determine repetition trend before and after implementation of Tuition fee waiver; evaluate challenges facing the effectiveness of tuition fee waiver in reducing academic wastage and find out measures put in place to reduce educational wastage after the introduction of tuition fee waiver. This study will be guided by the Classical Liberal Theory of Equal Opportunity. The study will adopt descriptive survey design. The target population will include 36 public secondary school principals, 254 class teachers and the DEO, a total of 285. Purposive sampling will be used to identify schools of study. The study sample will comprise of 10 principals, 60 class teachers, and 1 DEO a size of 71 from 10 sample schools in the District. Before data collection permission will be sought from the NCST .The primary data will be collected by administering questionnaire for the class teachers, principals and the D.E.O. Piloting of the research instruments will be done in one school for validity and reliability. The qualitative and quantitative data collected will be analysed using descriptive statistics such as frequencies and percentages using Statistical Packages for Social Sciences (SPSS version 17) in particular .The data will be presented using tables, figures and graphs.
