Factors affecting participation of secondary schools heads od department in total quality management in Makueni county, Kenya

This study was intended to investigate the factors affecting participation of secondary schools HODs in total quality management. It sought to investigate the extent of involvement of HODs in different result areas in school and whether the schools top management, the school culture, capacity building and experience influenced the participation of HODs in TQM. The independent variables of the study were: extent of participation, top management commitment, school culture and capacity building and experience whereas the dependent variable was HODs participation in TQM. The study adopted a descriptive survey research design. Data was collected by means of questionnaires which were administered by the researcher and analyzed quantitatively using descriptive statistics and factor analysis using SPSS. It was presented by LIse of frequency tables, means and percentages. The findings indicate that a significantly strong positive correlation exists between extent of participation, top nagement commitment, school culture, capacity building and experience and HODs participation in TQM (r > 0.7). The findings further revealed that principals involved HODs in TQM however the BOGs were a stumbling block to TQM implementation. In addition the HODs were not fully involved in the formulation of school mission, objectives and strategies and the ministry of education had not created enough avenues for training HODs. For effective formulation and implementation of TQM in secondary schools, HODs should be more involved in various task areas in the school. The principals should involve the HODs in setting a TQM conducive culture in the schools. The BOGs should create an enabling environment to enhance HOD participation in TQM. HODs should also undergo continous training and the ministry of education should create more avenues for training HODs. The principals should recommend qualified teachers to be appointed as HODs by the Teachers Service Commission (TSC).
