The impact of performance appraisal on employees of the public service

In any organization, the Human Resources are the core factors and functions who exist to make it an organization. In the modern competitive organization the Human Resources will make an organization succeed or fail. It's therefore important to motivate and reward the Human Resources to make them retainable and remain competitive. This can only be done with the presence of staff performance appraisal mechanism, which is the process, which enables both the organization and employees be motivated to improve their performance. Performance appraisal is therefore a control practice, which benefits the employee, management and organization as a whole. This is also the case for the public sector as the major employer in the country. In the first chapter, the Researcher defined what performance appraisal is, the characteristics of a good performance appraisal system and an introduction of, and organization chart of the Ministry of Water Resources Management and Development which is a case study in this study. In the second chapter, is a literature review from secondary sources relevant to the study. Chapter three is the methodology, which is a brief on how the Researcher intends to collect data, analyse and present the findings on the study. These include use of questionnaire, use of descriptive statistics including tables and percentages, computer application packages like Excel and diagram to present the findings. Data Analysis and Presentation of Results has been done on Chapter Four. Descriptive statistics including Tables, Percentages and Bar graphs have been used to present the Results. Chapter Five is the summary of the major findings, conclusions and recommendation from the study.
